1. BACKGROUND
DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP) and Women’s Entrepreneurship Development Programme (WEDP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over the next 6 years with a total project budget of almost £70 million.
EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.
The EP pillars are:
· The Finance Group is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
· The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.
DFID is also funding the technical assistance component of a separate World Bank programme as the third main pillar, the Women’s Entrepreneurship Development Programme (WEDP). The objective of the WEDP is to increase the earnings and employment of micro and small enterprises (MSEs), owned or partly owned by female entrepreneurs in targeted cities.
Background specific to this assignment
EP is looking to recruit a Strategic Communications Consultant with the objective to raise visibility and create awareness of the programmes learnings and results. The consultant will harness available tools for publicity, information sharing and public engagement that enable and drive the programme’s outreach and advocacy goals. The consultant will provide management and technical capacity while working closely with members of EP’s Strategic Communications Team (SCT) members.
2. PURPOSE
The purpose of the assignment is to capture EP’s programme learnings and design a dissemination strategy for the knowledge generated during the programme’s implementation period.
The consultant will aim to document good practices on EP’s five sectors – Garments, Leather, Horticulture, Investment and SME Finance. The consultant will be tasked to develop 10 case studies in these sectors (TBD).
The work will be undertaken in the context of utilising existing knowledge management documentations, publication and reports. Current conceptual frameworks used by EP to define key principles of market systems that guide the process of effective intervention, addressing market constraints to create good practices and systemic changes, will provide a frame of reference for communication analysis and documentation throughout the assignment.

1. Develop a 50-page publication containing a minimum of 10 case studies that capture the narrative of promising practices in relation to the work EP has done to incorporate market system development to raise income levels of the poor, create job opportunities and reduce poverty.
2. Develop an overall SCT branding and visibility package as part of a dissemination strategy to distribute the prepared case study, as well as various communication materials and highlights of ongoing activities to local/international public-private affiliates through external and internal medium channels.
3. Develop communication impact assessment tools to effectively monitor progress of communication activities.
5. WORKING ARRANGEMENTS
The Consultant will report to the Managing Director and, for the purposes of this assignment, manage members of the SCT, noting that they have other routine responsibilities under the coordination of one of the SCT team members.
The Consultant will be based in EP’s Addis Ababa office. The details of working arrangements are negotiable.
The contract will be an output based contract and the consultant is expected to prepare and finalize one in-depth case study every month.
6. TIMEFRAME AND INPUTS
The assignment will take place from September/October 2019 and last one year.
The consultant will be required to report to the EP office whereby the following outputs, which are working titles, will be submitted at the end of the assignment.
