For Hiring a Consultant to produce baseline research for a development project.
1. Background
VIS has been operating in Tigray Region for over 15 years in the following sectors: Water, hygiene and health; Education and professional training/work.
In 2019, four initiatives are underway in the Tigray Region aimed at increasing job opportunities and reducing the pressure of irregular migration: a) "DEAL: Development of Innovative Employment oriented schemes and active labor market measures to increase livelihood and decent work opportunities for vulnerable youth at the risk of irregular migration in Tigray ", funded under the SINCE Program of the European Union and the Embassy of Italy; b) "Development and Support: actions for the prevention of irregular migrations in Ethiopia", financed by the Ministry of the Interior; c) "Resilience and integration in favor of Eritrean refugees and Shire host communities" AID11223; d) "Interventions to counteract the phenomenon of irregular migration: an integrated approach in Central and Eastern areas of Tigray", AID 11222 - these last two projects funded by AICS.
All the aforementioned projects - carried out in partnership with international NGOs and local partners - use a synergistic approach aimed at improving the quality of some of the related basic services to mitigate the causes of irregular migration. In particular, VIS deals with the training/work sector in all the projects.
The present project “Improvement of the productivity in the textile sector and enhancement of decent work opportunity for youth and women in Tigray” has direct connections with all the initiatives mentioned above with regard to the consolidated intervention methodology, to the affinity of the target group and the area of project implementation.
2. Description of Project

General Objective: | Support labour policies and increase the competitiveness of the textile sector in Ethiopia. |
Specific objective | Support the creation of decent work opportunities for young people and women at risk of migration, through upgrading the technical and management capacities of the supply and demand of work, the improvement of the working conditions and the promotion of entrepreneurship in the sector of the textile and leather industry in Tigray. |

Expected Result and outcome | R1. Improved productivity and working conditions in Tigray; o IO1: Interventions aimed at improving the working conditions in terms of salaries and carriers, security, health, hygiene, involving private sector actors who are present and active in the textile and cloth industry; o IO2: Training of specialized staff according to the companies’needs; o IO3: Implementation of social support interventions for workers and vulnerable categories; o IO4: Promotion of alternatives to salary employment in the textile value chain for the most vulnerable categories.

3. Objectives of the baseline survey
The project aims to support the creation of fair and productive working opportunities within the textile sector through three actions: strengthen the technical and management capacity of specialized manpower; enhancing the working conditions of textile companies’ workers; and promoting textile entrepreneurship realities. In this regard, the research should analyze and address some major questions related to the main actors involved in the project:
· How to strengthen the technical and management capacity of specialized manpower?
· How to enhance the companies’ ability to manage and supervise the offer of job opportunities?
· How to support PES – Public Employment Service – in improving their ability to link companies and potential workers?
· Which might be the role of NGO in creating job employment opportunities in the textile sector?
· How to enhance the link between the didactical offers of the TVET colleges with the needs of the companies?
· Which kind of support can be given to companies to enhance the working conditions of textile labours and avoid common demanding situations of high turnover, low work ethic and respect of the rules and insufficient affection to the company?
· How to encourage and facilitate the development of textile entrepreneurs able to be fair and competitive in the local market?
The recommendations and data provided with the research will enable VIS and the partners to track the progress of the project both during the implementation and at the end. During the implementation, the information will help to re-direct the action in case of inefficiency or unsatisfactory in reaching outcomes and outputs identified; at the end, it will allow analyzing the whole impact of the project and the ability to reach the main objective.
