Job Summary | The purpose of this position is to strengthen, and provide strategic direction to the Ethiopia Regional Office for Monitoring, Evaluation, Learning and Accountability (MELA) Policies and Procedures, ensuring cross-learning among projects, creating systems for accountability to beneficiaries, donors and other stakeholders, and to build capacity of MELA staff. The MELA Coordinating will be responsible for supervising MELA activities, particularly during times of emergency, and assessments required for proposal development. The MELA Coordinator will work closely with Welthungerhilfe (WHH) project teams and partner staff to develop high quality monitoring systems and tools which address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop and conduct capacity building for MELA and program staff, with support of the Program Coordinator and the Accountability Advisor for MELA in HQ Bonn. The MELA Coordinator is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps in MELA. The MELA Coordinator will also work closely with the Programs Coordinator in the Regional Office to ensure that the all programs/projects comply with the agency’s global MELA systems, standards and good practices. The MELA Coordinator should have the ability to work sensitively and positively with programming teams and promote a learning environment – success of the post relies on this. |
Responsibilities | · Design and Manage Monitoring, Evaluation, Learning and Accountability Systems · Support design and implementation of systems to collect and analyze program performance data for evidence-based programming decisions. · Align progress indicators and impact monitoring and evaluation with Global WHH and RO specific needs. · Develop or adapt project specific MELA tools. · Guide field testing of MEAL tools with WHH and partner staff and modify as necessary. · Work closely with Advisers, Program Managers and Project Officers to process, analyze and use information collected to improve management, make necessary adjustments, and assess trends. · Perform regular MELA System reviews. · Orient WHH and Partner staff on MELA tools and roles and responsibilities. · Implement Accountability Guidelines, capacity building of programme staff in the Ethiopia and Somaliland country office and field mainstreaming with support to partner organizations. |
Key responsibilities | Monitoring and Evaluation - Development of monitoring and evaluation strategy and operational plan for Welthungerhilfe programme; - Monitor and report on progress of Welthungerhilfe projects in areas of strategic focus - Develop a monitoring dashboard that keeps stakeholders informed on project progress against outputs; - Facilitate monitoring of cross cutting issues by all stakeholders. - Coordinate of the monitoring and evaluation process in all on-going and planned projects - Assist programme/project staff to develop M&E plans - Ensuring quality and accountability of monitoring - Ensure coordination between the M&E strategy and Core Humanitarian Standards Learning - Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channelled into decision-making processes; - Document best practices / lessons learnt and report them to Country Director and Head Office Bonn / Sector Unit - Build upon pool of good practice resources by documenting and sharing learning to be publicly available and for use as part of wider discussions on the current state of quality and accountability in humanitarian response Accountability - Improve understanding and strengthen practice of humanitarian accountability and quality management among staff and partners as part of humanitarian response - Organize/conduct CHS trainings and workshops in the country/region - Facilitate the development of communications guidelines for the country office to ensure that people it aims to assist and other stakeholder get relevant information - Develop and assist in putting in place appropriate processes to enable beneficiaries to participate in different stages of a project and to influence decisions about the project - Assist project staff to develop mechanisms that allow the various stakeholders and beneficiaries to raise complaints and receive appropriate response - Draft guidelines for handling complaints - For all technical priority areas, produce clear and user-friendly guidelines for the program as appropriate - Assist project staff in the communication with beneficiaries - Assist partner organisations in introducing CHS Networking with Accountability Coordinators / Focal Points in other countries - Participate and represent Welthungerhilfe in CHS/Accountability working group meetings in the region and build relationships which other CHS members - Report on overall implementation process to WHH Country Director The position holder should work in a client and team oriented manner and adhere to standards and principles as described in the “Welthungerhilfe Code of Conduct”, Child Protection Policy; the Core Humanitarian Standard; Do No Harm; SPHERE guidelines for Minimum Standards etc. Measuring Success(#ms)
