Term of Reference (TOR) For General Metal Work Machine Operators training
Introduction
IRC, CARE, JeCCDO, and Selam Awassa with financial assistance from European Union Trust Fund for Africa, managed by the Italian Embassy in Addis Ababa, are implementing a project titled ‘Private Sector Reinforcement Initiative to Stem Migration (PRISM) in Meskan and Silti Woredas in SNPP Region, Ethiopia. The project is implemented in close partnership with Butajira and Worabe TVET Colleges, the two woredas sector offices, and the private sectors that provide wage employment opportunities to the project beneficiaries.
The project is part of the SINCE Program, whose overall objective is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women. In an effort to improve the living condition of the target beneficiaries, the project strives to facilitate wage employment opportunities to 1,200 irregular migrants vulnerable and returnee youth and women.
IRC would like to hire one machine operator trainer/Consultant with relevant experience to trainee general metal work operators practical training for both Worabe and Butajira industrial cluster enterprises, first and second batch trainees who have good performance and other identified SMEs who gave employment and apparent ship opportunities for SINCE graduates. The training will be deliver for five consecutive days in both Butajira and Worabe town industry cluster sites..
Services Required
Provide five consecutive day training for the identified metal work engaged SMEs in both Butajira and Worabe town industry cluster sites.
Machineries trainer going to give training for the SMEs are:
1. Welding machine
2. Radial drill
3. All bender
4. Punch and shrink
5. Roller
6. Spot welding
7. Lease machine and
8. Press machine
2. Objective:
The main objective is to provide comprehensive and result oriented training to support Private Sector reinforcement Initiative to Stem Migration implemented both by up-skilling and building their capacity by different skills to improve the livelihoods (business success) and employment opportunities of the target communities in Meskan and Siltie woreda in SNNPR region.
2.1. The specific objectives are to:
ü Improve general metal work operational skill of the SMEs
ü Develop knowledge and skill on modern machineries operation system
ü Make them competent and can easily operate complex machineries
ü Create and increase their technical skill in the areas of general metal business sector
ü Create strong communication platform among trained operators
ü Experience sharing, discuss on opportunities, challenges, lesson and discuss on possible solutions
3. Deliverables:
- 15 Butajira and Worabe BDS supported and selected enterprises and Model first and second batch short term graduates trained on modern machine operation
- Develop guide line/ protocol for operating the selected machineries.
4. Scope of work:
The training will be based in Butajira and Worabe industrial cluster under close supervision of both Woreda EDE officers and s/he is going to implement the following activities:
Facilitate training for the trainees based on each machineries which are mentioned above.
5. Duration:
5 days (Sep 16 – 20, 2019)
Educational back ground and Work experiences:
· BA degree in manufacturing and related field and 3 years’ experience and Diploma in general metal fabrication or machinist and 5 years’ experience
· Outstanding machine operation skills
· Professional work ethic, integrity, and initiative
The IRC will provide the necessary materials for training.
IRC will not pay perdiem, housing, accommodation and other allowances to the consultant while s/he is providing training.
The consultant is expected to submit her/his application letter and CV, technical approach, and consultancy fee s/he proposed to deliver the above deliverables.
