Introduction:
The Brooke is a leading UK equine welfare charity, which has been working in Ethiopia since 2006 with a country office in Addis Ababa. The Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependent on these animals. Brooke Ethiopia (B-Eth) is entering a new strategic phase and by the year 2020, Brooke Ethiopia will sustainable improve the equine welfare of some of the neediest rural and urban equines in Ethiopia. In order to achieve this, the role of HR and Administration Coordinator is critical to the team’s success.

Purpose of Role
The entire population of donkeys in African region is at a risk due to donkey hide trade driven by demand from China. The hides are boiled to produce gelatine used in Traditional Chinese Medicine. With hundreds of thousands of donkeys slaughtered and exported from Africa each year, there is no doubt that donkey numbers across Africa have been decimated, causing a crisis for animals and people.
In Ethiopia, and indeed the region, donkeys are important working animals for rural, peri-urban and urban communities who rely on them for transport services and tillage operations. From 2018 census, Ethiopia had a population of 8.8 million donkeys. However, with the licensing of four slaughter houses in Kenya slaughtering approximately 1200 donkeys per day, has seen 80% of donkeys smuggled into Kenya to feed the four slaughter houses in Kenya. Ethiopia is therefore the main feeder of donkey skin trade, and consequently; Brooke Ethiopia is calling for a ban on the illegal Donkey Trade and a crackdown on cross border smuggling of donkeys into Kenya for their skins.
Key Responsibilities and Duties
Lead strategizing, tactics, planning and implementation of crackdown of Donkey Trade policy and advocacy and coordinate and communicate with the wider organisation. Develop and cultivate linkages and relationships in the wider development and working equine welfare sector, including in the context of the Sustainable Development Goals
A well-defined high level campaign and Advocacy plan and organization that target opinion leaders and policy influencers around advocating for the crackdown on cross border smuggling
Important networks and strategic links to key influencers and decision makers within Governments (Ministries of Agriculture and Livestock, Pastoral, Internal Security, etc and respective regional Government) formed that can be champions for animals and communities around DHT issue
Consistent and targeted media actions for increased awareness of donkey hides crisis while at the same time able to raise awareness on the Brooke’s position.
There is a critical mass of strategic advocates and lobby groups (celebrities such as musicians, athletes, etc) to strengthen our voice and links in other sectors/SDGs that are also affected by the trade
Compelling cases and arguments for the crackdown of illegal trade built including credible evidence on impact assessment of the trade
Identification and assessment of any strategic risks including appropriate mitigation measures
Representation of Brooke Ethiopia in key relevant national, regional and international forums
Research and policy development: Working with the Brooke UK team, lead the development of clear, innovative, consistent and coherent messaging in Restless Development’s global policy and advocacy. Support the Policy and Research coordinator in the development of high quality analysis, policy briefings, recommendations and positions relating to our advocacy and policy priorities.
Build and consolidate our evidence-base on donkey hides: Working closely with the Programme Quality unit and Country Programmes, proactively identify where Restless Development country-level research & evaluation can strengthen our policy work to ensure it is rooted in our experience.
Advise on policy and advocacy in Restless Development’s next Global Strategic Framework (GSF): Proactively engage in the process of the illegal donkeys smuggling assessment planning and feed in from global policy and advocacy
Lead on specific advocacy / policy influencing opportunities and ensure a coherent approach for influencing through networks:
Ensure high quality delivery of events, activities and communications necessary to deliver against BE Country Policy and Practice strategy (e.g. workshops, position papers, briefings, consultations, round tables, online media).
Lead Restless Development engagement in priority conferences and networks including the Transparency, Accountability and Participation (TAP) CSO network
Proactively identify and develop external relationships with NGOs, government agencies and UN agencies to meet our Country advocacy objectives

Qualification and Experience Required
- Minimum of a MA or BA Degree in Communication Studies, Public Relations, Resource Mobilization, Development Studies or other related fields.
- At least 10 years proven professional experience in campaigns, Advocacy and policy influencing
- Experience in developing effective relationships with government and sector/ organizational wide representation at senior level.
- Awareness of continental, regional and country specific animal welfare issues and links to development agenda
- Excellent oral and written communication skills
- Strong interpersonal, networking and organizational skills
- Proven research and evaluation skills
- Sensitive to social and cultural issues
