1. Background
Save the Children is the world's leading independent organization for children. In Ethiopia, it operates across all regions with a vision of creating a world in which every child attains the right to survival, protection, development and participation. Its mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.
Save the Children has dual mandates of implementing both development and humanitarian programs. Its program implementation covers five thematic areas namely Health, Food Security and Livelihood, Education, Child Protection and Child Rights Governance. In its education program, Save the Children works to address the educational needs of all children with particular focus on marginalized and vulnerable children. As part of the education thematic sector, “Building Self-Reliance Project (BSRP) for Refugee and Vulnerable Host Communities by Improved Sustainable Basic Social Service Delivery” is one of the education projects that Save the Children is implementing.
2. Project Description
Save the Children signed agreement with UNICEF and Letter of Understanding with ARRA and UNHCR to implement UK-Aid funded BSRP in Jigjiga/Somali Regional State. BSRP is a two years’ project (July 2018-June 2020) planned to be implemented in Somali Regional State targeting both refugee and host communities. The project targets to reach 8,500 primary school children (7,000 host community and 1,500 refugee children) in 17 primary schools located in two Woredas: Awbare and Kabribeyah. Of the targeted schools, 14 are host community primary schools while 3 are refugee community schools (Sheder, Awbare and Kebribeyah refugee camps).
Key project intervention strategies of BSRP include teacher capacity building; Accelerated School Readiness (ASR) implementation to ensure smooth transition to primary schools; improving quality of education through multi-pronged approach such as Literacy and Numeracy Boost approaches, teacher support, supportive supervision and community involvement and strengthening in school and out of school support.
3. Project objectives
The overall objective of the project is “By 2020, boys and girls of refugee and host communities demonstrated improved, social and emotional learning, literacy and numeracy outcomes”. The project has three PCA outputs as shown below:
· PCA Output 1: Increased gender sensitive and inclusive access to effective and efficient learning environments in place for refugee and host communities
· PCA Output 2: Educational oversight systems and coordination mechanisms strengthened between refugee camp organizations, host communities and government structures.
· PCA Output 3: Increased knowledge on programming for self-reliance within refugee contexts with adequate gender and social inclusion considerations.
4. Purpose of the baseline assessment
The overall purpose of the baseline assessment is to establish benchmark information on project indicators to set a basis for measuring project progress and success towards achieving set objective. The baseline assessment is framed to assess literacy and numeracy skills of grade 2 and 3 children, conditions for learning that include institutional collaboration and government support to schools; teacher capacity; child protection; school environment (e.g. school WASH, play & sport grounds, inclusive learning facilities); access to pre-primary education and awareness on existing policies and documents that are relevant to promote refugee and host community education.
5. Required expertise and qualification
This bid is open for all legally registered consultancy firms.
The assessment team shall have the following expertise and qualification:
· A team with a minimum of post-graduate degree in Education, Statistics or Social work, with sound knowledge in pre-primary and primary education particularly assessing literacy and numeracy skills of children.
· Excellent understanding and experience in child protection, inclusive education and School WASH
· Proof of adequate experience and evidence of assessments in similar projects
· High quality writing and report writing skills and proven records in different research experiences.
· Previous experience in conducting similar work for international humanitarian organization
· High profound knowledge about the cultural context and sensitivity in the study area/ Somali region.
· Local language knowledge (Af-Somali) has an added value
