Position: Finance and Admin Director (F&A D)
Duration of Contract: One-year contract, renewable
POSITION IN THE ORGANIZATION
· The Finance & Administration Director (F&A D) is a member of Senior Leadership Team (SLT) and works closely with all other members of the SLT
· The position supervises the Finance Manager, the Logistics Manager, and IT Manager.
POSITION PURPOSE
This position plays a key role in promoting the holistic ministry of FH-Ethiopia (FHE) through the framework of “FH Heartbeat”. The Finance and Administration Director is responsible for overall quality of finance and administrative service provision. S/he will lead design, development and adaptation of Finance and Administration strategies, policies and practices in alignment with the FH E Country Strategy and all finance related FH Global policies. The F&A D will provide strategic business planning, supervise/conduct all financial operations, and manage the administrative portfolio for FHE as it relates to Logistics and IT.
ESSENTIAL TASKS AND RESPONSIBILITIES
Key Result #1 – Provide strategic leadership in the areas of Finance, Logistics, and IT to the Country Office
1. Advises the Country Director, the Deputy Country Director and other Senior leaders in matters related to Finance, Logistics, and IT. Identifies areas of risk and provides recommendations on the required action to mitigate the risks.
2. Plans and manages Finance, Logistics, and IT functions of the country office, including planning, budgeting, and performance management;
3. Ensures seamless coordination and facilitates effective communication between the Finance, Logistics, and IT functions of the Unit and across the wider organization
4. Represents the country office globally and creates networking in relation to Finance, Logistics, and IT;
5. Closely work with FHE Senior Leadership team to ensure that standards of good practice in management are met for all Finance, Logistics, and IT Departments.
Key Result #2 – Finance -related oversight and deliverables:
1. Ensure financial integrity and accountability for FHE through maintenance of appropriate internal controls, financial systems and financial procedures.
2. Identify areas for improvement on internal controls and overall financial management and propose action steps to close any observed gaps.
3. Ensure that transactions and financial decisions adhere to donor regulations, and meet US Agency for International Development (USAID) guidelines, specifically OMB Super Circular.
4. Support the Finance Manager to ensure that all key finance tasks are performed effectively within defined deadlines and with accuracy
5. Oversee audit activities and ensure compliance with government and donor regulations. Support in all country project audits and follow up to ensure internal audit recommendations are implemented and adhered to.
6. Support in proposals preparation specifically on budgeting.
7. Implement a robust contracts management system
8. Coordinate with the CD and Program Directors of FHE staff to create and manage FHE’s annual organizational budget.
9. Analyze country financial status and make recommendations to end-users on spending patterns and required adjustments for keeping spending on track.
10. Manage various types of agreements (cooperative agreements, grants, sub-grants, sub-contracts, personal services agreements, memos of understanding, etc.) and solicit legal advice when needed to ensure compliance with applicable government rules and regulations.
11. Provide guidance to the FHE CD and SLT on strategic business directions by conducting financial planning, analysis, forecasting, developing scenarios to inform decision making, and advising on key directions and options for development.
12. Provide the analytical financial thinking to qualify ideas as good and appropriate for the Ethiopian context and in alignment with FHE Country Strategy.
13. Participate in corporate policy development as a member of the senior leadership team. Engage the finance unit to develop short, medium and long-term financial plans and projections.
14. Represent FHE to financial partners, including donors, auditors, public officials, bank, etc.
15. Develop and utilize forward looking, predictive models and activity based financial analysis to provide insight into the organization’s operations and business plans including cash requirements.
Key Result #3 – Administration-related oversight and deliverables (Logistics and IT)
1. Coordinate administrative issues in collaboration with the regional office.
3. Responsible for the overall administration, planning, coordination and execution of all Logistics Department function through the support of the Logistics Manager.
Key Result #4 – Staff Management and Development
QUALIFICATIONS
EDUCATION AND EXPERIENCE
· Master's Degree or equivalent in administration and financial management and/or accounting CPA, CA, ACMA or ACCA.
· 10 years of relevant experience out of which 5 years on a managerial leadership position in administration and financial management
