Terms of Reference for Architectural Design and Bill of quantities, Preparation of Specification and Supervision of Debre Berhan, Dilla and Jimma Universities
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and re-registered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD is currently implementing a project entitled “Empowerment and Mainstreaming of Persons with Disabilities in Higher Education in Ethiopia” in collaboration with Debre Berhan, Dilla and Jimma Universities with the support of National Union of University Students in Finland (SYL). The objective of the project is to contribute the realization of inclusive education practices in higher education institutions so that students with disabilities become empowered and enjoy quality and accessible education. The project will support the academic and social inclusion of students with disabilities in Debre Berhan, Dilla and Jimma Universities through strengthening of university disability services, and the empowerment of students with disabilities while still building the capacity of university staff. Under this project, ECDD has planned to carry out accessibility modification at selected facilities within the universities. The modifications will allow students with physical disabilities easily access the university services equally with other students. The modifications include but not limited to installation of ramps, walkways, accessible toilets and bathrooms. Therefore, ECDD is now seeking a consultancy firm/individual to carry out the architectural design, prepare bill of quantities and specification, and to supervise the modifications at these sites.
Objectives for modifying the model university
Use as a model to depict physical accessibility and hence be replicated by other stakeholders with a plan to include persons with disabilities in their services.
· Sensitize the community on measures to be taken to make services accessible for persons with disabilities
· Encourage and hence Increase the participation of students with different disabilities in university life equally with non-disabled students.
Services:
· Carryout the architectural design of the stated universities (As it involves the building of ramps along with rails, modification of the center’s toilet, and making the pathways accessible). The design will include the detail drawing of the work along with the specific dimensions and prices.
· Conduct a sanitary design.
· accomplish the detail specifications and bill of quantity.
· Periodically supervise the work of the winning contractor as per the design and the price offered and request of ECDD.
· Work collaboratively with and report the progress to ECDD
Eligibility: Required Capacity and Skills
Consultancy firms, as well as individuals having the following competencies/skills and capacities, are eligible to apply for this short-term consultancy service.
· Profound knowledge on Architecture, disability and accessibility standards
· Registered under the set legal provisions or under any other valid legal cover.
· Commitment to meet the deadlines
