Background
Under the general supervision of the EPC coordinator and the direct supervision of the WASH and Shelter Programme Manager in Addis Ababa in coordination and with the Head of Sub-Office, the Project Assistant will support the shelter and WASH activities under the EPC unit and in particular within the response in Borena and Dawa zones of Ethiopia.S/he will be responsible for promoting and supporting the full range of IOM Ethiopia services in a timely and efficient manner. In particular, he/she will:-
Responsibilities and Accountabilities:
1. In close coordination with WASH and Shelter Programme Manager, and field colleagues, support the coordination and implementation of IOM WASH and Shelter emergency, programming including complementary soft and infrastructure activities.
2. Coordinate with the Government of Ethiopia’s National Disaster Risk Management Commission (NDRMC) and the Administration for Refugee and Returnee Affairs as appropriate to the humanitarian context for internally displaced and refugee communities.
3. Participate in the production of technical designs for shelter and WASH facilities in line with industry and humanitarian standards including drafting of specifications and bills of quantities.
4. Support the Shelter/construction and WASH operations by liaising with Procurement, Finance, HR, and Logistics units in IOM Addis Ababa and at field level in pre-positioning construction materials and monitor requests from field operations meeting required timelines.
5. Participate in technical shelter and WASH assessments in IDP sites including beneficiary identification and verification and work closely with DTM projects
6. Compile SoPs, recommendations and lessons learn for future project activities.
7. Conduct monitoring missions to verify technical interventions (Shelter and WASH) meet Shelter/NFI Cluster and WASH technical standards
8. Organize and clearly implement WASH and shelter activities ensuring tracking and recording of project documents and data
9. Support in the preparation and organizations of soft activities like community mobilization and hygiene promotion activities
10. Perform such other duties as assigned
Education
Experience
· Five years of working experience in shelter constructions, WASH and planning in humanitarian projects or comparable field,
· Strong writing and reporting skills,
· Familiarity with the International Organization, UN agency or diplomatic mission an asset,
· Good computer knowledge in MS office packages.
· Good knowledge of AutoCAD
· Proven experience in record keeping, reporting and project implementation,
· Ability to coordinate project activities with input from colleagues and external partners for the achievement of results,
· Ability to prepare clear and concise reports,
· Ability to develop project strategies and activities based on identified needs,
· Ability to build relations with local government authorities, civil society, beneficiaries and other stakeholders,
· Ability to work independently according to established structures and guidelines, including administrative requirements, and maintain coordination with colleagues and supervisor,
· Personal commitment, drive for results, efficiency and flexibility and
· Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds.
Languages
· Fluency in English, Orromifa and Somali languages is required;
