Scope of work
The assignment is to conduct a baseline study with sufficient data to inform our project planning and enable effective monitoring and evaluation of the project outcomes. The assessment task will be undertaken in the ESWA project weredas stated above.
Specifically, the consultant firm will
i) develop the sample frame for the baseline survey (ii) design/adapt/refine (as appropriate) the baseline survey questionnaires (iii) arrange for the questionnaires to be translated into relevant languages (iv) pre-test the questionnaires (v) incorporate changes into the questionnaires after pre-testing the questionnaires (vi) hire and train the field supervisors and enumerators (vii) plan the field work logistics (viii) conduct a pilot survey and revise the questionnaire based on the findings of the pilot survey (ix) prepare survey implementation and questionnaire documentation e.g. enumerator supervision manuals, data analysis and report etc. (x) supervise survey implementation
Methodology
The Baseline Survey needs to employ both quantitative and qualitative methods appropriate for target groups like adolescents, girls, boys, community structures, schools, health facilities & staff, government and other groups which can be relevant sources of information for the stated outcomes. Therefore, taking into account the project outputs and outcomes, the consultant will design the detailed methodology (study design, population size, sampling procedure, data collection procedure, data collection tool, measurement variables, data analysis procedure and operational definitions etc.) as part of a strategic plan for CPAR prior to starting the exercise. The desk review, data collection, analysis and report writing will be conducted by the consultant with thorough oversight and feedback from CPAR throughout the consultancy.
Outputs and Deliverables
Time frame and reporting
CPAR needs the consultancy and final survey report submission to be carried out and submitted within 45 days (consecutive) starting from the date that the agreement is signed. This period covers the time needed both for design of the study and tools development, data collection, analysis, debriefing, receiving feedback/comments, and finalizing the report. The consultancy team will develop a detailed schedule as part of an inception report.
