Organizational Context and Scope
As per a mandate to coordinate the overall Disaster Risk Management (DRM) work stream at a regional level, the Disaster Prevention and Preparedness Bureau (DPPB) of the Somali Regional State (SRS) of Ethiopia leads a multi-stakeholder coordination on durable solutions for the region’s 1,051,542 internally displaced persons (IDPs) affected by inter-communal conflict and climatic shocks.[1] With the technical support from the International Organization for Migration (IOM) and financial support from the Government of Switzerland through Swiss Development Cooperation (SDC), DPPB has been coordinating an inter-agency Durable Solutions Working Group (DSWG) since 2016. This mechanism has facilitated strategic planning and engagement on IDP durable solutions and yielded the Somali Regional Durable Solutions Strategy in October 2017.
In April 2019, a nationwide initiative was launched under The Strategic Plan to Address Internal Displacement and associated IDP Recovery Plan by the Ministry of Peace (MoP) and National Disaster Risk Management Commission (NDRMC). In response, the Somali Regional Government mobilized a joint effort to resolve displacement situations in the region, requiring the DPPB to play a crucial role in bringing together a broad range of government, humanitarian and development actors, plus IDPs and host/receiving communities, towards shared understanding, commitment and objectives. Moreover, the DPPB’s strategic leadership will continue to be expected, particularly in terms of evidence-based planning, information sharing and continuous engagement at various levels to effectively foster resolution of displacement conditions that meet the needs and rights of displaced individuals and communities through a principled approach.
SDC and IOM are key partners to the Government of Ethiopia (GOE) and SRS both in the humanitarian and development fields. Welcoming this rather ambitious initiative by the government, IOM and SDC acknowledge technical skills required in the process of moving forward this robust task. Through various consultations held by the regional government, IOM and SDC, as well as lessons learned from a similar IOM-SDC partnership in seconding a Durable Solutions Coordinator at Resident Coordinator’s Office in Addis Ababa since June 2018, consensus was reached to explore a possibility of seconding a team of three Durable Solution Experts at the DPPB to contribute to the IDP Recovery Plan.
Given the fact that housing, land and property (HLP) issues have become highly prioritized in addressing internal displacement in Ethiopia, this partnership particularly notes the urgent need to bring aboard an expert on this subject area.
Under the overall supervision of Jijiga Sub-Office Head, direct supervision of Durable Solutions Advisor and in close collaboration with the Community-Based Planning and Information Management Officer to be seconded to the DPPB, the incumbent will be responsible for providing technical guidance to the Somali DSWG and other relevant stakeholders on HLP issues. S/he will provide crucial support to the team’s implementation, coordination, networking and information-gathering/sharing activities of the Somali DPPB and DSWG with a focus on HLP issues. The position will require close collaboration with IOM staff members, DSWG members and other project partners, and regional/local authorities.
Core Functions / Responsibilities:
Work of the Durable Solutions Technical Officer – HLP will have a direct impact on the role of the DPPB/the regional government, DSWG and its partners including IOM and SDC in building a strong capacity for strategic planning and program framework on durable solutions and HLP issues for displacement-affected communities in the Somali region. S/he will promote and facilitate the inclusion of HLP-related components in the region’s durable solutions policies, legislations and operations, so that processes to plan, implement and monitor durable solutions programmes will become more effective by tackling HLP issues in the region.
1. Technically support the Somali DPPB to include HLP-related components in the region government’s durable solutions policies, legislations, activities and other initiatives;
2. Support the DPPB’s coordination of HLP-related activities through the engagement of the DSWG;
3. Ensure timely documentation, information/data-sharing and communication on HLP-related initiatives, systems, structures relevant to the DPPB’s durable solution planning and decision-making and the DSWG’s activities;
4. Coordinate gathering, analysis and presentation of up-to-date information and data on relevant HLP laws, procedures, and practices in the Somali region;
5. In coordination with the DSWG, assess HLP-related situations in the Somali region and advocate for the recognition of HLP rights of displacement-affected persons including IDPs/returnees/host communities, particularly the most vulnerable among them (i.e. female-headed households, persons with disabilities, the elderly, ethnic and religious minorities);
6. Plan, coordinate and facilitate meetings and information gathering activities as relevant to supporting HLP rights for the IDPs in the Somali region;
7. Provide periodic information updates and reports on progresses, challenges, and lessons learned on handling with HLP issues in the Somali region;
8. Document good practices and experiences, and provide inputs on HLP-related and other durable solutions project information and documentation;
9. Facilitate capacity building programs for government officials and other partners in the Somali region to enhance their knowledge of HLP issues;
10. Explore opportunities and design activities in strengthening HLP-related components in durable solutions initiatives to better support IDPs in a protracted internal displacement situation in the Somali region;
11. Closely coordinate with regional, zonal and district-level offices in their day to day activities related to durable solutions and HLP issues through the provision of tools and other technical assistance required;
12. Promote strategic partnership with relevant partners, especially on HLP issues; and
13. Perform other related duties as may be required.
Education
· Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution
Experience
· Eight years relevant experience at the national or international level with HLP law practice, policy development, relevant programmes and projects for Masters and ten years for Bachelor Degree holders;
Languages
· Thorough knowledge of spoken and written English and Amharic.
· Knowledge of Somali other local language is an advantage.
