We are seeking to recruit an Expert in Disaster Risk Management, Food Security and/or Social Protection. Reporting to the Programme Team Leader and supported by a Senior Advisor, the post holder will be responsible for managing the delivery of all activities in this workstream, monitoring and documenting activities and working alongside Government at management and strategic levels viz humanitarian assistance and safety net activities.
About the programme
The Building Resilience in Ethiopia project (BRE) is a $30million DFID-funded project, that provides technical assistance to the Government of Ethiopia (GoE), to support them to lead and deliver effective, more self-financed and accountable responses to climate and humanitarian shocks.
About the workstream
Of the major workstreams in the project, a key area of focus is the technical assistance to develop a Scalable Safety Net (SSN) system in which the Productive Safety Net Programme (PSNP) and Humanitarian Food Assistance (HFA) work together “as one” effective system. Doing so will improve the timeliness, quality, coverage and sustainability of response in case of shocks. This is an ambitious agenda that continues the work started in 2005, when development programmes (such as the PSNP) were introduced to reform the humanitarian system and provide predictable resources and systems to meet foreseeable needs.
About the role
This will require engaging at senior decision-maker at federal and regional levels concerning policy, design and implementation issues; managing numerous consultancies simultaneously (including budgets) as well as supporting team members in Regional and Woreda DRM/ Food Security Bureaus/Offices. The primary interlocutors in Government include Ministry of Agriculture, National Disaster Risk Management Commission and the Ministry of Finance.
The SSN Manager will be responsible for establishing and maintaining excellent working relations with government counterparts, networking with development partner stakeholders, channelling and sequencing the technical assistance appropriately, and providing technical and managerial oversight as well as quality control to BRE Technical advisors at various levels.
The post holder will lead internal and external representations and drive coordination at federal and regional levels, whilst closely working with programme team members.
