STEP Programme
Background
As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The BMZ/ Germany funded, and GIZ/ German Cooperation implemented “Sustainable Training and Education Program” (STEP) is supporting the Ethiopian Government with its reforms in Higher Education and Technical Vocational Education and Training/ TVET.
Reform of post-secondary education, particularly in the technical sector, is a critical aspect for moving Ethiopia towards its development goals. STEP supports its partners in the Ethiopian government to change the higher educational and TVET sectors targeting on the improvement of graduates’ competences needed in the labour market. The Ethiopian partners are government offices on federal and regional levels as well as educational institutions.
Youth unemployment is a global challenge. According to the World Bank, the global youth unemployment rate was around 13.4% in 2017. The majority of African countries have to struggle with significantly higher rates (e.g. Tunisia 36.3%; Ivory Coast 25%). In large parts of Africa, even young adults with higher education are often unemployed. The lack of "employment-related skills" - the knowledge and skills that the economy is looking for today (e.g. "digital skills") - is increasingly becoming a problem. The prevalence of skills shortages is an obstacle to the development of local enterprises, foreign investment and thus hampers the development of our partner countries. Training young people in job-related digital skills plays a key role in developing and strengthening labour markets in the 14 countries of the project, including Ethiopia. Effective training in digital literacy is thus beneficial not only for the local ICT sector but also for all private sectors in need of digitization (e.g. agriculture, food processing, automotive, electronics, healthcare, textile industry). The attractiveness of the countries as business locations will be sustainably improved with a more digitally trained youth pool.
As one of the most important socio-economic actors in Africa and the Middle East, Orange has a clear medium and long-term interest in building innovative digital ecosystems in countries where it has a presence. Supporting local economic development, particularly by creating opportunities for young people, is important to create a stable and sustainable business environment. The Orange Digital Center project builds on an ambitious program to support entrepreneurship.
Currently the project would like to recruit a qualified project coordinator orange digital center as per the details below: -

Under the umbrella of the Orange Digital Center, training, coaching, mentoring and professional change training sessions are offered. It aims to improve the skills of young graduates, focus the education of students more on tomorrow's jobs and promote entrepreneurial skills.

Responsibilities and Duties: -
The Project Coordinator for the Orange Digital Center (ODC) is responsible to ensure a smooth coordination among the stakeholders of the project (including GIZ, Orange, Associations, Ethiopian government bodies and others). S/he will act as an ambassador of the project and will represent the projects interest towards others. S/he will react and report in a timely manner to new situations which may affect the quality of the implementation.
Support all general project management activities such as:
