Job Purpose
· The purpose of the position is to supervise the construction activities ensuring quality and on time completion for the rehabilitation work.
· Ensure consistently a high standard of work is produced in accordance with specification and quality standards through regular quality inspections with contractors.
· Schedule, control and monitor ongoing rehabilitation works.
· To take part along with the partners in the preparation, planning and performance of the construction activities of the project.
· To comply with the works’ technical and methodical specifications described in the Concern Worldwide guidelines in collaboration with his/her supervisor
· To inform continuously his/her supervisor and the WASH unit on the activities’ progress and on encountered problems.
Review take off sheet and payment certificate submitted by contractor.
Main Duties and Responsibilities :
Scope of Work:
Coordination and networking
· To liaise with Government and other relevant actors as requested by the line manager
· Establish good working relationship with Concern staffs, government bodies and other stakeholders
Technical Support and Facilitation
· Monitoring performance of contractors and staff
· Monitoring project budget
· Accomplishing project by defining the scope and resources required
· Maintaining a safe, secure and healthy work environment by adhering to and enforcing safety codes
· Provide technical advice in integrated projects of WASH with Nutrition and WASH/Livelihood.
· Ensure that all construction activities are implemented in maintaining a safe, secure and healthy work environment by adhering to and enforcing national and international safety codes
Planning, Reporting and Accountability
· Oversee and support the field team in construction related and planning responses in existing and potential program areas
· Follow up the budget in accordance with the agreed budget
· Contribute to the preparation of internal and external reports
· Collect reports and documents as well as share all data related to the progress in the project implementation.
· Ensure that the field office and stakeholders have clear information about the construction activities as appropriate and relevant to them.
· At all times, adhere to policies and guidelines of Concern.

· Ensure that all construction activities are documented and recorded including desegregated data and reported to Field office and WASH Unit
Perform other duties assigned by the line manager for the accomplishment of programme objectives.

Person specification :
Essential
Minimum Qualification required:
· BSc in Civil Engineering with minimum of 5 years experience in construction sector and NGO experience preferred.
· A positive attitude and willingness to encourage co-workers
· Excellent communications skills
· Experience in supervising construction projects and sound knowledge on structural works.
· The ability to set priorities and exercise flexibility where necessary
· Ability to read and understand blueprints, schematics, and construction documents
· Understanding of proper safety procedures and recognition of hazards
Desirable
· Ability to work with SAP and Auto CAD software is a must
Technical Skills & Abilities:
· Ability to understand and respect the cultural, religious and political environment and to work well with staff and local authorities in a diplomatic manner;
