The Malaria Control and Elimination Partnership in Africa (MACEPA), a program at PATH, is a leader in the fight to end malaria illnesses and deaths. We refine and develop tools and approaches, invest in national programs, and build the data that empower national governments to pursue malaria elimination. MACEPA is partnering with countries that have achieved major reductions in malaria illness to develop evidence-based approaches to eliminating the disease. The approach involves building information system, optimizing coverage of prevention, diagnosis, and treatment interventions, various parasite clearance strategies and advanced techniques for malaria surveillance.
Job Summary
PATH/MACEPA would like to hire a temporary local consultant whose responsibility will be to provide technical support to the National Malaria Control and Elimination Program (NMCEP) under the Federal Ministry of Health (FMOH) in Ethiopia in the development of the National Malaria Strategic Plan (NMSP) for the Year 2021-2025 based on the global technical strategy (GTS 2016-2030) and taking into consideration Ethiopia’s Health Sector Transformation Plan II (HSTP II, 2020 – 2030) and other national Contexts.
Scope of Work
The scope and focus of the assignment is to provide technical, strategic, coordination harmonization and facilitation support in the preparation of malaria strategic plan by the central coordinating committee and thematic area based TWGs. After an initial document review, the consultant will familiarize him/herself with the national health policy documents, including national malaria guidelines, various reports MPR report and current NMSP. With the support of NMCEP central coordinating committee and thematic area based TWGs, s/he will conduct a thorough but, focused assessment of the strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate actions for the 2021-2025 operational periods. The consultant will be expected to report and demonstrate progress on a weekly basis and consider all feedback provided to him by the NMCEP central coordinating committee.

The consultant will produce a robust, costed NMSP 2021-2025 strategic plan document in English, which is the medium of communication for the assignment to the NMCEP Manager with a copy to PATH/MACEPA.
