The Ethiopian Public Health Institute (EPHI) is nationally mandated institute to lead public health research on priority health problems. Health System and Reproductive Health Research Directorate (HS-RH-RD) is one of the directorates of EPHI which has roles and responsibilities to conduct national and subnational researches on health system and reproductive health.
Health System and Reproductive Health Research (HS-RH-R) is a multidisciplinary scientific field that examines how people get access to health care practitioners and health care services, how much care costs, and what happens to patients as a result of the care. Studies in HS-RH-RD investigate how social factors, financing systems, organizational structures and processes, medical technology, and personal behaviours affect access to health care, the quality and cost of health care, and quality of life. Health System and Reproductive Health Research encompass research on the policies, organizations, programs and people that make up health systems, as well as how the interactions amongst these elements influence the decision-making practices within the health system to influence system performance.
Health System and Reproductive Health Research Directorate is looking to hireone qualified competent and interested applicant for finance/grant manager position with the following qualifications and experiences:
General administration
• Provide high quality administrative support to the HS-RH-RD, including the scheduling of meetings, preparing of documents and writing of minutes.
• Support the Project Administrator with general coordination of field activities.
• Assist the project administrator and project team in the preparation of various publications and newsletters.
Financial administration
• Assist the project coordinators/PI and EPHI finance team in preparing project financial reports as per HS-RH-RD requirements. (partners and government financial rule).
• Assist project coordinators/PI in preparing, monitor and evaluate the budget.
• Facilitate EPHI procurement of supplies and arrange with payments for supplies, travel, and other services.
• Process expense claims in line with HS-RH-RD approval processes and audit requirements.
• Understand and adhere to the relevant School policies, including Financial Regulations, the Expenses and Benefits policy and the Procurement policy.
• Understand and adhere to funder regulations.
Travel, logistics and operational procedures
• Manage travel arrangements, including flights, accommodation, visas, cash advances, and insurance for staff travelling within Ethiopia and overseas, and for overseas staff and visitors travelling to Ethiopia.
• Assist the project coordinators/PI in organizing workshops and meetings including preparation of agenda and coordination and dissemination of meeting material.
• Assist the project coordinators/PI in arranging field logistics for field staff
• Take on administrative assignments to support the development of contractual agreements, project systems and functions. Finance and Procurement Administration
• Work as part of a team and show awareness and consideration of other administrative roles in the directorate.
• Take responsibility for additional tasks where there is capacity.
MBA or MA in economics, management, or accounting with four years of work experience, or BA in accounting, with six years of work experience.
Essential
• Strong management skills and ability to work as part of a team with a range of colleagues and stakeholders.
• Experience in project budget management
• Substantial experience of grant management and experience of financial reporting.
• Proven administration and organizational skills, ideally within a complex project environment, with excellent attention to detail.
• Demonstrable professionalism in organizing high-quality meetings and events.
• Advanced working knowledge of the MS Office Suite and Management Information Systems relevant to grant management.
• Proven ability to prioritize and independently manage workload with tight deadlines.
• Fluent and accurate written English and strong oral communication skills.
• Accomplish additional assignment given by the project administrator, and director of HS & RH RD
Desirable
• Proven experience of administration in an academic or non-governmental organization.
• Experience of communicating and interacting with a variety of people from diverse backgrounds.
• Experience of using project management tools
