The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster-affected populations through promoting individual participation, strengthening institutions, and emergency response.
The Children and Youth, Protection and Development (CYPD) coordinator is responsible for the overall management and monitoring of Children and Youth Programming in Ethiopia covering education and child protection (CP). This includes sector strategy development, proposal development, technical oversight, staff management and development, administrative supervision, budget management, grants compliance and local partner relations. The CYPD Coordinator will be based in Addis Ababa and is expected to travel a minimum of 50% of her/his time to project locations to support staff and monitor field activities.
New business development
· Coordinate the expansion of education and CP programming in close collaboration with the education team, CP team, DDP and the CYPD Technical Unit.
· Design and develop concept notes and proposals for new programming.
Program management and implementation
· Ensure that all interventions are in compliance with the IRC’s strategy action plan, national policies and international CYPD and educational standards including INEE Minimum Standards, CP Minimum Standards, and SPHERE Protection Standards.
· Collaborate closely with other program departments and support departments.
· Prepare for and participate actively in Project Cycle Meetings.
Grant Monitoring & Reporting
· Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
· Collaborate with Monitoring, Evaluation and Learning (MEAL) team to ensure that MEAL systems are developed and implemented in all CYPD programs, that activity, output and effect data are gathered in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
· Work with CYPD staff to design robust monitoring tools for remote monitoring and ensure program quality including education achievement measurements.
Representation and coordination
· Build strong relationships with Education Ministry officials, donors and other stakeholders, establishing IRC as a key actor in Education and CP sectors.
· Serve on coordinating bodies and represent IRC CYPD in relevant partner meetings for Education and CP initiatives.
Staff Supervision & Development
· Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of annual staff performance evaluations.
· Clearly define the training and capacity strengthening needs of CYPD team members and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
· Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct.
