Background
The proposed Drought Resilience and Sustainable Livelihood Program has been designed with the aim to strengthen the production systems of the pastoralists and agro-pastoralists, to increase their income and diversify their livelihoods. This is to contribute to the wider program of enhancing drought resilience of communities in selected cross-border regions in the arid and semi-arid lands of the east Afar.
The Project is being implemented under three inter-related components, namely:
Component 1 – Infrastructure for water supply in human settlements developed to increase the availability of adequate water for humans and livestock,
Component 2 – Livestock infrastructure developed for fodder productivity and rangelands to improve the health and productivity of livestock,
Component 3-Alternative livelihoods and basic services improved to diversify the livelihoods of the project beneficiaries.
The project is implemented in Afar and Somali Regional States. Four Woredas have been selected for the intervention; three are located in Afar (Eli Dar, Afambo and Aysaita) and one in Somali Region (Aysha). The project is implemented in kebeles bordering Djibouti.
The project is intending to purchase two vehicles to be used in the project Woredas for project related purposes of monitoring, supervision and execution of project activities. The vehicles will be stationed in the regions and used for Woreda activities.
In order to appraise the Operation and Maintenance and general vehicles management policy of the two Regions and provide concrete recommendations on how to sustainably optimize the use of the vehicles, an external consultant is proved to be required.
Objective
The overall objective of the short-term expert is to undertake an assessment of the fleet management policy at the levels of the two regions, Somali and Afar and suggest the improvements measures.

Expected Results of the Consultancy
The consultant is expected to deliver the following results and outputs:
Reporting
Report will be written in English and a draft version should be submitted no longer than 10 days after the end of the work.
The timeline of the assignment is 15 continuous days from the start of the assignment.
Management and reporting line
The consultant will closely work with the companies relevant staff and will respond to the Team Leader.
Duty station will be Addis Ababa but he will travel to Semera and to Gigiga.
