Background:
Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since the 1960s. Oxfam GB is looking for a capable and reliable service provider service in Addis Ababa OXFAM GB Thus, Oxfam GB is issuing this Invitation to Tender to invite all legitimate service providers with relevant experience to take part in this tender.
Resilience Building and Creation of Economic Opportunities in Ethiopia (RESET II) is a consortium project implemented by five partners. Oxfam, the consortium lead, works with Save the Children (SCI), Caritas Germany, Harerge Catholic Secretariat (HCS), and Pastoralist Welfare Organization (PWO). The project aims to improve resilience capacity to communities through integrated result areas: increased utilization of essential basic services (WASH, health and nutrition); improved economic conditions of target communities; and enhanced local government disaster risk management. The project has been implemented in the Somali region of Siti zone. In five woredas, namely Shinile, Aysha, Erer, Afdem and Messo.
RESET II Project is at the operational closure of intervention so this final evaluation should take place and contribute to accountability by providing an assessment of the results achieved. It should furthermore contribute to learning by understanding what have been the factors that made possible or created obstacles to the achievement of results (their focus is therefore on why not only on what); and by identifying any key lessons that would lead to improved future interventions in the country/region/sector of operation and/or elsewhere.

In particular, the Team Leader is expected to possess demonstrable senior evaluation expertise coherent with the requirements of this assignment and not provide less than 18 working days, out of which 8 in the field.
The expertise required must include professional evaluation skills and thematic expertise on WASH, Health and Nutrition, Livelihood/Food security, gender, and Resilience (DRR & climate change). In addition, integration management skills, team management skills, analytical/conceptual skills, and effective communication skills are required.

The language of the specific contract is to be produced and submitted under this assignment shall be in the English language and submitted both in hard and soft copy.
Gender balance in the proposed team, at all levels, is highly recommended.
