BACKGROUND
The Last Ten Kilometers (L10K) is a JSI Research & Training Institute, Inc. project funded by the Bill & Melinda Gates Foundation. In collaboration with the Ministry of Health of the Government of Ethiopia (MOH), Regional Health Bureaus (RHBs), national and regional institutes, and other implementing partner organizations, L10K has been supporting the capacity of regional and zonal health systems to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reaching Ethiopia’s targets for reducing maternal, newborn and child mortalities.
Currently, the project intends to provide an implementation research (IR) support to MOH to examine the implementation challenges of PSBI in Ethiopia’s context that hinder the effective scale-up of PSBI, design and support adaptive implementation of PSBI, and mitigate the impact of COVID-19 on neonatal mortality. Accordingly, L10K seeks to contribute towards maintenance of high-quality delivery of PSBI and synthesize and disseminate implementation strategies to impact national and global high-fidelity implementation, integration, and scale of PSBI as well as share learning to enhance implementation effectiveness and contribute to the global PSBI agenda.
OVERVIEW OF THE POSITION
In close collaboration with the M&E and Research Director and the M&E team, s/he will be responsible for designing implementation strategies, conduct implementation researches (develop study protocols for baseline, process evaluation, and end line surveys), and document, interpret, and report on L10K results to stakeholders. S/he will be based in the L10K Central Office, Addis Ababa, with extensive field travel. The Research Coordinator reports to the M&E and Research Director.
KEY DUTUES AND RESPONSIBILITIES
· Together with the M&E and Research team develop and implement the comprehensive plan to monitor and evaluate the IR
· Develop study protocols for baseline, process evaluation, and end line surveys
· Conduct formative assessment to establish baseline and identify implementation challenges
· Analyze the baseline data, inform programing, and produce survey report
· Conduct process evaluation to measure implementation strength and ongoing implementation challenges and produce reports
· Conduct end line evaluation to assess the effectiveness of the implementation strategies
· Oversight research areas, monitor the implementation of the project strategies
· Provide technical support to the intervention areas
· Supports the MOH to conduct health system research to inform the implementation of the HSTP agendas.
· Be responsible for initiatives, processes, strategies, and systems that sustain and enhance the storage, assessment, sharing, refinement, and creation of knowledge in L10K
· Ensure that learning is accessed and used as an integral part of programme implementation including specifically assisting projects/programs with learning components
· Documents the implementation of the IR implementation strategies and lessons learned.
· Represent the project in the area of M&E and research at meetings with stakeholders, including implementing partners, MOH, and donors.
· Provide regular project performance reports to the project management team.
· Assist the project management in developing detailed implementation plans and annual work-plans
· Assist the project management in conducting project review meetings, and ensure appropriate information is available for each review.
· Assist Project staff to disseminate results to the wider community (working papers, conference presentations, peer-reviewed journal submissions, etc.).
· Work closely with programme, finance, and operations units as needed.
· Perform other duties as may be assigned from time to time.
