I. JOB SUMMARY: The officer is responsible for facilitation and provision of technical support to communities, kebele water users committee (WUC), Water and Sanitation Committee (WATSAN), Development Agents (DAs) and Health extension Agents (HEA). These include capacity building and technical support on water resource management utilization for human, livestock and irrigation, sanitation and hygiene as well as construction and management of water points. So that water utilization for human, livestock and small scale irrigation is improved. He/She also organize and coordinate the collection, compilation, consolidation and analysis of data to formulate development projects involving water resource conservation and development..
II. RESPONSIBILITIES AND TASKS:
Conducts needs assessment and mapping of the water resource points of the project area with active participation of the different stakeholders and prepares sound project proposal;
Plans, designs and conducts activities related to pastoralism that would enable pastoralists increase water availability;
Implement the appropriate and acceptable water supply systems and sanitation facilities designs in assigned programme areas.
Implement and supervise the planned Water safety activities in the project area in interactive and participatory manner
Disseminates verified and tested technologies and information on water resources management and utilization
Train and raise communities awareness on sanitation and hygiene and work towards behavioral changes
Organize, train WATSAN committees
Provide health promotion services
Organize and conduct training to local community water users committees;
Organizes pastoralist groups for the implementation of development activities in relation to her/his work;
Prepare and submit technical reports for projects she/he is assigned to; Organizes and coordinates meetings to discuss project progress;
Works closely with different units of PWO and concerned partners in the area of his/her area of duty;
Enhances women participation in development;
Collects processes and analyses data that are important for appraising and implementing water resource activities;
Assesses the training need both at community and project level and arranges training accordingly;
Plans, appraises, implements and monitors water resource management activities;
Prepares and submits periodical reports to the Area Project Coordinator
Perform other related duties as required.
Job Requirement
A) EDUCATION/TRAINING
BSc degree / Diploma such as civil / hydraulic / environment engineering or in Public Health Science and related fields.
B) EXPERIENCE:
2/4 years relevant work experience preferably in Somali region.
C) TECHNICAL AND OTHER SKILLS
Demonstrated experience in undertaking community based water & sanitation projects within the pastoralist communities.
Demonstrate hands on expertise in the installation, operation and maintenance of motorized systems water point distribution systems and also hand pumps
Demonstrated experience in undertaking community based PHP projects within the pastoralist communities.
Demonstrated hands on expertise of various techniques of hygiene promotion and AWD preparedness / response
Experience in developing appropriate training material & strong training skills Knowledge and expertise in undertaking/ administering community based interventions using community participatory methodologies and enhancing the sustainability of the implemented technologies
Excellent command over Somali language (both written and spoken)
Project preparation skills
Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels;
Computer Proficiency;
Strong interpersonal and communication skills.
Willingness to work under pressure and extensive field works in rural areas
