1: Participate in managing the national staff and ensuring administrative follow-up of the files:
Undertake all the recruitment process for capital positions: cross check the needs, job description, check internal competencies availabilities, job offer, test, interviews, induction, follow up of probationary period;
Ensure that the recruitment process is followed;
Supervise and support base recruitments;
Organise and supervise written tests for candidates coming from Addis Abeba;
Ensure that all employee has an updated JD;
Keep history file for all employees career development in ACF: promotion, salary evolutions, trainings;
Take part in the yearly appraisal process of all the mission: organise the planning of appraisals and support the HR base administrators, participate in the appraisal trainings, collect and compile the completed appraisals from all the bases;
Update and develop the training catalogue of the mission;
Participate on the assessment of the training needs based on the appraisals; manage and roll up the training plan for the mission with the support of CHRM;
Collect, validate and compile the bases’ databases monthly;
Collect the draft database from all bases and compile the HR statistics monthly;
Receive the monthly reports form the bases and provide support regarding the needs;
Lead the cost of living assessment for Capital and collect and compile those of the bases;
Administer social benefits for the Capital employees (leaves, per diem, medical coverage, bonus, loans, advance on salary…) and participate of their revisions;
Supervise the social benefits for the assigned basis (leaves, per diem, medical coverage, bonus, loans, advance on salary…) of the base HR Administrators;
Prepare the new employment contracts, amendments and renewals for the Capital basis contracts;
Check the bases contracts, make them signed by the Country Director and send them back in due timing;
Ensure that personnel files are up to date for every employee;
Prepare the monthly payroll for the Capital and check those of the bases;
Prepare monthly staff list for all ACF employees based on the assigned regions and save both on a soft copy and hard copy.
2: Contribute to exchanging information and to respecting the HR procedures:
Organize information meetings with national employees on the HR rules and procedures;
Organize information meetings with national employees on the HR rules and procedures;
Inform new employees of the internal rules;
Train the managers on HR procedures;
Give the managers the necessary information to allow them proper management;
Receive possible requests and complaints from the employees and inform the CHRM if necessary;
Provide support to HR on the bases;
Assist the CHRM during meetings with the staff representatives.
3: Manage the administrative management of expatriates:
Participate in arrival of briefing and departure debriefing along with CHRM;
Follow up of end of contracts;
Focal point with HQ for all administrative issues during the contract;
Follow-up of annual leaves and break requests;
Follow-up and payment of allowances: break allowance, child allowance, per diem, cost of living for weekends and couple status: transmit all information to accounting for payment.
Mission 4: Participate in dealings with the partners:
Participate in meetings with the Employment Inspector and the lawyer;
Participate in inter-NGO meetings whenever assigned;
Work with Government in Pension /PF Scheme or with any governmental bodies as directed.
Job Requirement
General Assignment:
Provide support to the HR Base Administrators and to the programs, capitalise the mission’s HR information for a harmonised HR management.

Educational Qualifications and Skills Required:
BA Degree in Human resource management, Administration, Management or related field from a recognized university with a Minimum of 4 years of professional experience in the related area of work/expertise; INGO experience is advantageous.
