SCOPE: The Program Quality and Data (PQD) Senior Officer position within the Monitoring Evaluation and Learning (ME&L) Unit is based in Addis Ababa, but will require frequent travel to the field. The position is responsible for contributing to program quality primarily through the development and management of monitoring, evaluation and learning tools and processes for IRC Ethiopia’s programs, with a focus on quality, consistency, and utilization. The Senior PQD Officer will work across the IRC’s various sectors to provide technical expertise and support to ensure relevance and sustainability of programs. This position reports to the Senior Program Coordinator.
Essential functions Specific responsibilities include, but are not limited to:
Program ME&L and Data Quality · Develop and equip project staff with quality, sector-specific data collection, storage, and management tools to harmonize data quality across field sites and improve overall project monitoring within IRC Ethiopia. · Support project/program officers responsible for day-to-day monitoring and data collection in utilizing appropriate monitoring and evaluation tools, including participatory, qualitative, and quantitative techniques, and assist them in addressing challenges, understanding the tools developed, and communicating emerging ME&L needs.
Contribute to developing monitoring and evaluation plans, with a focus on relevant tools for measuring projects against those plans (e.g. databases, internal reporting formats, data quality assurance).
Contribute to planning for and design of program/project assessments and evaluations, with a focus on quality tools and facilitation of assessments and evaluations.
Monitor data collection practices at the field level to ensure consistency in terms of quality and frequency.
Support the PQD Manager with data analysis as needed, and contribute to ideas on and practical use of data and learning in program design/management.
Work with Grants Unit to develop and support effective and sustainable feedback mechanisms to/from the main office and field offices.
Where needed and as appropriate, support IRC partner/sub-grantee monitoring needs in collaboration with Partnerships Unit staff.
Data Management
Assess existing data management systems, and prioritize and address issues related to data quality and collection.
· Work with Grants Officers and technical staff to review data received from field offices and make recommendations as needed for improved usage and quality of data management systems. · Incorporate field and technical unit feedback to ensure the continuous improvement of data management systems within IRC Ethiopia.
Work as part of a team to develop and introduce a centralized database/dashboard across IRC Ethiopia program sectors, and support program staff in effectively entering data into and managing the system.
Capacity Building
Develop and provide capacity building for IRC staff, particularly field staff, and partners where appropriate, on topics such as data entry/quality, database management, and proper/effective use of standardized monitoring and evaluation tools.
Conduct frequent visits to field sites to provide regular trainings and/or on-the-job mentoring, technical assistance, and support to ensure that program quality tools are being implemented effectively.
Special Tasks and Liaison · At the request of the Senior Program Coordinator and/or PQD Manager, take responsibility for miscellaneous projects not falling under responsibilities underlined in this job description. · At the request of Senior Program Coordinator and/or PQD Manager, act as focal person for project/program specific monitoring meetings. As needed, act as a liaison between IRC and its donors and partners.
Job Requirement
QUALIFICATIONS/EXPERIENCE:
Bachelor’s degree in information technologies, science/mathematics, systems, social sciences, international development and/or other relevant fields and 4 years of relevant experiance.
Minimum of three years experience in the field of multi-sectoral program monitoring and evaluation and information management systems, specifically in the humanitarian and development context.
Practical knowledge of monitoring and evaluation (and assessment) methodologies, with experience in database development/ data management; experience with logical models is a plus.
Demonstrated experience managing projects/data and mentoring staff in program monitoring/evaluation and data management.
Working knowledge of computer software packages and information management systems is essential.
Excellent writing skills and effective communication and interpersonal skills; experience with report writing is a plus.
Assessment/evaluation experience is a plus.
