POSITION: Area Manager – Central Area Office
Marie Stopes International Ethiopia (MSIE) is an International Non-Governmental Organization devoted to expanding Family Planning (FP) and Reproductive Health (RH) Programs in Ethiopia.

Overall Responsibility

Working with and reporting to the Deputy Country Director & Director of Programs, the Centeral Area Manager will be in charge of Planning, leading, coordinating, and monitoring Family Planning/ Reproductive Health and MCH Programmes being carried out through clinics, Mobile , and franchisee private clinics. and guide, supervise, and monitor project implementation at field level as well as facilitating communication with the local government offices and other partner organizations. Actively participate in program planning and continuous assessment of project implementation at project site level. He/she will ensure timely preparation and submission of quarterly financial and programmatic reports to supervisor. Work as liaison manager, and establish cordial relationship with government representatives and offices, health offices, and other private and non-governmental organizations; attend events representing MSIE in Addis Ababa and Finfine zuria oromiya Liyu(Special) Zone prepare progress report on the performance of centres, Mobile and Social franchising programs through Bluestar Private Health Care Network and Public Facilities Support .
Specific Responsibilities

1) Strategy Development and Planning
Objective: Successful strategic development of programs in line with the values of the MSI Partnership and the goals of sustainability and leading the family planning sector.
• Contributing towards MSI Ethiopia’s strategy and future programme direction, with particular focus on driving MSI Ethiopia towards programme sustainability and increasing access to family planning and SRH services in Ethiopia
• Contributing to annual business plans and facilitating the business planning process by providing strategic information to the successful partnership of MSIE with other stakeholders and effectiveness of service areas
• Assist the development of policies, procedures and terms and conditions of strategic partnership with local or regional governments
• Assist in the development of project proposals and agreements to be made for his/her service area in line with the approved project proposal
2) Team Leadership
Objective: To maintain motivated and productive team at Area level
• Provide overall leadership and strategic direction to the teams working in centeral area office.
• Foster MSI Management culture and social business approach within his/her team
• Together with DCD/PD and the Human Resources Manager, plan and budget, the human resource requirement for MSIE central area offices Ensure that skill requirements are identified and team members receive appropriate training to support them in performing well in their role
• Periodically reviews the performance of team members and provide feedbacks
• Ensures staff recruitment, selection, assignment, performance evaluation, discipline and overall management with in the area is in accordance with the MSIE HR policies and procedures and the country's labour law.
3) Programme Management
Objective: To assist implementation of Mobil , Franchise, and Clinical service programs of MSIE
• Ensures efficient utilization of resources including finance, staff, and logistics
• Ensures timely submissions of reports and other deliverables from the field to the MSIE Support Office
• Ensures efficient and timely implementation of programme activities through all outlets within the are
• Support program officers in mapping out potential private clinics that are willing to work with MSI Ethiopia under social franchising health network model.
• Ensures franchisee clinics with in the area are performing their duties in line with the agreement they signed with the MSIE.
• Provides technical support to MSIE clinics, MCH centers mobile , and franchisees.
• In consultation with the Training and Support department, identifies training needs of the MSIE clinics, outreach and franchisees with in the area and ensures the training is provided.
• Ensures all purchases, payments, inventory, and asset management’s with in the area are in accordance with MSI Ethiopia policies and procedures
• Monitors physical and financial performance of all clinics and outreaches with in the area and take appropriate actions as required
• Establish proper filing and recording system in his area of operation
• Evaluate the performance of subordinates and take proper corrective actions.
• Creates conducive and motivating working atmosphere in his centres and among program employees
• Performs other similar duties as required by the DCD/Programme director
4) Support to Liaison and Partnersip Management
• Will be the main focal person to the area and maintain close liaison with Regional and Zonal Health Bureaus
• Assist the signing of project agreement with the regional governments for permission of new outlets and project renewals.
• As per the standing procedures and the tripartite agreement signed, participates in the project evaluation process representing MSIE
• Assist the communication process with government bodies for the renewal of project agreements
• As per delegation, liaise with partners regarding FP/RH services
• Contribute to MSIE’s promotional and public relation work in regions including attending evaluation

1 Required Qualification and Experience:
Education: MPH in Public Health/ MBA in Management with strong back ground of managing complex health and health related projects/programmes.
