Position Summary:
The Senior Technical Manager is responsible for providing technical direction for a large USAID/PEPFAR program (Yekokeb Berhan) serving highly vulnerable children (HVC) in Ethiopia. The post-holder will work within Pact and Yekokeb Berhan staff to provide technical guidance and support in HVC programming while coordinating with other technical staff and program leadership. The senior Technical Manager is expected to take a leadership and capacity-strengthening role in the development and implementation of program-related policy, planning, service-delivery and quality-improvement tools and procedures. As a member of the program’s technical team, close coordination is required with the other units, including Monitoring, Evaluation, Learning and Reporting (MERL) and Grants and Finance to assure effective implementation of the program.

Specific Duties and Responsibilities:
• Support DCOP in coordination of all technical aspects of the program, particularly the development and roll-out of training materials and guidelines.
• Monitor the provision of high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements, especially coordination of care.
• Guide the development of strategies and plans to improve linkages to clinical services for HIV testing and counseling as well as treatment for children and their caregivers.
• Provide technical assistance and capacity strengthening support to Yekokeb Berhan staff and stakeholders in accordance with the Yekokeb Berhan USAID Cooperative Agreement and program description, including but not limited to training materials, coordination of care quality improvement, assessment of HVC needs, care management, and program effectiveness.
• Ensure the quality of training activities, particularly but not limited to the work of ChildFund and Family Health International in relation to the service areas listed in Results Areas 2 and 3, in consultation with the Program Delivery team.
• Support coordination between technical staff, Program Delivery and other support units to support overall program coordination and delivery.
• Identify and promote key training and re-enforcement strategies and material in conjunction with the Technical Team, using a variety of learning techniques (e.g. workshops, mentoring, supportive supervision, behavior/change communication, media, etc.)
• Provide guidance and input to improve the implementation of the Child Support Index and other innovative child- and family friendly tools at the household level.
• Contribute to the development of annual work plans and other key project documents.
• Ensure that technical unit and staff have separate work plans to facilitate efficient implementation and monitoring of technical program aspects.
• Ensure effective and efficient delivery of program (technical areas, especially training and follow-up) as per work plans, PMPs, among others.
• Remain appraised of, and committed to promoting current good practices and developments in HVC programming, in order to ensure program quality and impact.
• Provide technical input on selected national priorities, as relevant to the Program – e.g. alternative child care, development of para-professionals (social welfare workforce), etc.
• Promote mainstreaming of cross-cutting issues, including child participation, gender and disability into programming efforts.
• Contribute to Operational Research efforts that provide learning, highlight lessons learned, and offer information on “best practices” that can be applied or adapted by Yekokeb Berhan.
• Provide management support and supervision for activities led by the two international partners, Family Health International and Child Fund.
• Consolidate progress reports from Family Health International and Child Fund on a quarterly basis and submit to DCOP.
• Perform other duties as assigned.
~~Education and Experience Requirements:
• At least a Master’s degree in social sciences (e.g. social work, management, child development); MPH or a related field
• Minimum of 8 years relevant work experience.
• Managerial experience, demonstrated human resource management and technical skills
• At least five years of relevant technical experience working on OVC/HVC programs
• Prior knowledge of and experience with USAID-funded health/OVC programs; PEPFAR programming experience preferred
• Demonstrated experience with large grant-making programs and working with local partner organizations
• Extensive knowledge of HVC, HIV and Health issues in Africa, social services, and child welfare; Ethiopia-specific knowledge preferred
• Fluency in English required; knowledge of Amharic and/or other Ethiopian languages is preferred.
• Experience in a technical role for a complex or national program involving multiple actors
• A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment
• Ability to perform and prioritize multiple tasks
• Proficiency in word processing and related computer programs
