The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position.
PURPOSE OF THE POST Produce statistical programs (syntaxes), output tables and analytical write-ups. Provide training and capacity building for regional situation analysis consultants/universities and government counterparts to enable them to do the same, as well as ensure this is incorporated in the final reports owned by the GoE on the situation of boys and girls in Addis Ababa, Amhara, Oromia, SNNPR, Tigray, and the DRS regions.
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE: Produce statistical table templates for the regional situation analyses for a selected group of children and women’s welfare indicators as suggested but not limited to the indicators listed in the template for the regional situation analyses such as: monetary poverty levels; on health: stunting, wasting and underweight, vitamin A, IMR, U5MR, NMR, MMR, immunization (penta 3), malaria incidence, skilled birth attendance, etc.; on education: enrolment rates (gross/net), attendance, dropout rate, completion rate, repetition rate, transition rate between different cycles, literacy rate, teacher: pupils ratio, etc.; on water and sanitation: access to improved water supply, access to improved sanitation, etc.; on child protection: domestic violence, child marriage, harmful traditional practices, FGM, girls’ victims of violence, child labour and children working and living in the street, orphans and child headed households; children in alternative care (formal child care institutions), children with disabilities, children in conflict and in contact with the law, children living in emergencies (such as armed conflicts, wars, droughts), etc. on gender: women’s participation in politics, fertility and trends in contraception use, etc.
These tables should be generated using the latest survey data available such as the Demographic and Health Survey (DHS), Welfare Monitoring Survey (WMS), Household Income Consumption and Expenditure Survey (HICE), etc. Develop four data analysis and writing workshops for regional situation analysis consultants and universities on discussing the disaggregated statistical tables and producing write-ups analysing these tables. Deliver the workshop for the Amhara, Benishangul Gumuz, Gambella and Oromia regions. For the remaining regions (Addis Ababa, Afar, SNNPR, Somali and Tigray) produce write-ups to interpret and analyse the statistical tables. Ensure all the situation analysis reports have incorporated such similar tables and related write-ups to the satisfaction of the steering committee members including UNICEF. Provide brief status updates on all the regional situation analysis activities every week to the Social Policy Specialist, UNICEF REPOM. Submit monthly reports on achieved results and the progress being made.
Performing the specific tasks outlined above includes but is not limited to the following:
Develop an analysis plan for the statistical analysis. Agree on the analysis plan with UNICEF.
Produce for all regional situation analyses disaggregated statistical tables and write-ups to analyse these tables as agreed with UNICEF.
Develop a writing workshop for consultants and universities involved in the regional situation analysis in each of the following regions: Amhara, Benishangul Gumuz, Gambella and Oromia SitAns.
Provide training to government counterparts on statistical table generation and related analyses.
Face to face and telephone discussion with consultants, universities, sector bureau officials and other experts required for carrying out the tasks
Frequent travel to the regions
The consultant shall liaise with all relevant sections in UNICEF and government offices to undertake the assignment.
Methodology Bivariate analysis using the recent household surveys making use of SPSS or Stata statistical software.
Expected Deliverables
Develop an analysis plan and agree on the analysis plan with UNICEF.
Using specialized statistical software such as Stata or SPSS produce statistical program syntaxes and the output of statistical tabulations for a selected group of indicators as shown in the TOR template for the regional situation analyses disaggregated by gender, quintile, mother’s education, age group, location, wealth, livelihood, etc. for outcomes in each sector. This is to be done for the Addis Ababa, Afar, Amhara, Benishangul Gumuz, Gambella, Oromia, SNNPR, Somali and Tigray SitAns.
For the Amhara, Benishangul Gumuz, Gambella and Oromia SitAns prepare brief training manuals (mainly the statistical program syntaxes for producing the tables of disaggregated indicators) and use this in a writing workshop for situation analysis consultants/universities to discuss the table outputs in detail and prepare write-ups required for analysing the tables. An element of statistical training may be included depending on the absorptive capacity of the regional universities/consultants.
Produce write-ups analysing the statistical tables generated for the Addis Ababa, Afar, SNNPR, Somali, and Tigray SitAns. No writing workshops are required for these regions.
Provide training to government counterparts on statistical table generation and related analyses.
Follow-up and ensure all disaggregated statistical tables and related analytical writing are incorporated in the final situational analysis reports.
Provide periodic (monthly) status reports on the outcomes achieved and the progress of the specific tasks undertaken with regards to the situation analysis of Addis Ababa, Afar, Amhara, Benishangul Gumuz, Gambella, Oromia, SNNPR, Somali and Tigray.
Job Requirement
Education Requirements: Advanced degree in social statistics or any social/economic development related field
Work Experience: A minimum of five years of experience in Ethiopia with work including but not limited to data collection, survey data manipulation and working with large datasets to produce statistical tables using specialized statistical software, analysing data from such statistical tables, analytical report writing, conducting training, sharing of results, and dialogue with stakeholders including government experts and officials. An experience with the Central Statistical Agency (CSA) will be an asset. Good statistical skills in manipulating survey data and other datasets, good analytical skills, good report writing skills, as well as communication, training, coordination and facilitation skills. Ease in the use of specialized statistical software such as Stata and SPSS.
Language Proficiency: Fluency in English and in the local working language of the duty station required.
Nationality: Candidates should be NATIONALS of Ethiopia.
