Job Purpose Summary
The role of the Shelter Project Officer is to ensure efficient and high-quality implementation of the transitional shelter project in the areas of activities of NRC in Gambela. Furthermore the supervision and follow up on the various constructions in the areas of activities of NRC in Gambela.
Key Responsibilities
GENERAL:
- NRC’s continuous representation in the refugee camps.
- Acting as NRC’s focal person for the shelter project in the refugee camp.
- Management of shelter staff, amongst other follow up on capacity building and performance.
- Ensure that all necessary filing related to the transitional shelter project is accurate, complete and up to date. Including but not limited to workshop monitoring forms, TS contracts and database, attendance sheets for casual labor, dispatches and stock monitoring.
- Design shelter prototypes when request
- Oversee all the technical aspects about shelter construction
- Assist on procurement process
- Organize technical training for NRC staff, skilled and unskilled daily workers
TRANSITIONAL SHELTER:
Shelter Construction Management:
- Management/Supervision of the shelter constraction activities in the camps.
- Update preset skilled labor list based on feedback from project assistants on performance, speed and quality.
- Ensuring quality project implementation in line with NRC’s transitional shelter guidelines.
- Issuing completion certificates for completed shelters.
- Day to day liaison and monitoring of the skilled workers in charge of the construction of transitional shelters in the field (including monitoring of work plan(s), quality of works, site attendance, etc.)
- Monitoring accuracy of technical implementation against the transitional shelter guidelines and strategy.
- Provide technical support to the carpenters when requested.
- Follow up on material availability and request materials, according to the construction schedule.
- Ensure construction of transitional shelters is as per NRC’s specifications.
Workshop Management:
- Manage the workshop supervisors, ensuring the efficiency of production lines, production monitoring, and quality control.
- Responsible for organizing and take the minute of regular (daily and weekly) meetings with the field staff to review progress and setting action plans.
- Approve and ensure that timely and accurate payments (labor, shelters, etc) are made, in coordination with the Shelter PM and Finance staff.
Qualifications and Competences
Academic and Professional Qualifications
- Construction technology degree or related (engineering, etc).
- Previous work experience with a satisfactory performance in the same or similar functional area preferably with UN or INGO’s
Relevant Experience
- At least 3 years of experience in working on construction projects, supervision of contracts, community based projects.

Key Relationships
Internal Contacts
- Coordinates closely with the logistics team, on all aspects of the implementation of transitional shelter project related to beneficiary selection, needs assessments and beneficiary participation.
- Prepare and follow up on the field payments with the finance department, using standard systematic forms. (Keeping soft copies of all payments requests)
- Upon the Shelter PM’s request, prepare and follow up on the material requests with the logistics department, using NRC’s Purchase Requests forms (Keeping hard copies of all PRs)
External Contacts
- Ensure NRC’s representation in all camp coordination meetings in coordination with the community services officer (shared responsibility).
- Keep close relationship with major actors at the camp level, particularly ARRA and UNHCR, including daily and weekly visits, meetings, site visits, etc.
