CRS/Ethiopia invites interested qualified candidates to apply for the following position:
Position Title:Food Monitor Duty Station: Mekelle, Dire Dawa, Nazareth, Yabello Contract duration: Indefinite period contingent upon funding of the JEOP Salary & Benefits Attractive salary and benefits package Reports To: Food Monitoring Coordinator/Field Office Manager
Purpose of the Position:
Monitor JEOP consortium members for compliance with JEOP minimum standards and USAID regulations per the agreements signed with each partner;
Monitor and check all the activities of centers/sites, distributing US Government commodities supplied by CRS
Monitor JEOP distributions
Report back any issues, findings or successes back to the Field Office Manager
Key /Specific Duties and Responsibilities:
Monitoring Activities
Implements all monitoring activities per the monitoring plan developed by the Field Office Manager and the Food Monitoring Unit Coordinator;
Examines the time elapse between food , dispatch and distribution after CRS made allocations
Using the Quality Improvement Verification Checklist (QIVC), examines food monitoring processes and checks the procedures to protect vulnerable groups like women and children are in place and functional by prioritizing live distributions for monitoring and household visits when live distribution monitoring is not possible.
Travels to distribution centers to verify that CRS policies and commodity accountability procedures are adhered to by using the check list;
Using the QIVC, takes physical inventory of commodities at PDPs and distribution center stores;
Checks that receipt and distribution of commodities are properly recorded and balances tally with physical inventories at PDPs and centers;
Checks that distribution is in accordance with agreements made between CRS and partners;
Checks that partner monthly reports including BUBD tracking are prepared accurately and in a timely manner at field level and that reports are sent on a monthly basis to CRS;
Checks quarterly CSR, RSR and LSR submitted to CRS on timely manner
Verifies the proper documentation of sub agreements, beneficiaries list, distribution plan, monitoring reports,
Checks the availability of appropriate branding and marking
Examines commodities are handled in line with GACAP (Generally Accepted Commodity Accounting Principles) and other donor principles
Checks that warehouse conditions are in accordance with CRS and donor requirements, such as centers access to main roads and availability of safety communications;
Checks that commodities are stacked properly and accounted for;
Checks whether the necessary forms, documents, source of information etc. are being used properly and regularly;
Conducts surprise spot-checks and
Conducts regular market and mill checks, using the QIVC.
2. Assessing capacity and gaps of each center/site
Assesses manpower requirement at each center and evaluates the capacity and knowledge the partner’s staff responsible for record keeping and warehouse management;
Identifies any gaps that may impede commodity management compliance with JEOP minimum standards, CRS Commodity management manual and USAID regulations;
Reports this analysis back to the Field Office Manager.
3. Conducting exit/closure meeting
Conducts exit meeting with the partners management staff and discuss on observations, findings and the possible recommendations that may be reported at the end of the monitoring.
4. Preparing and submitting reports
Submits monitoring report on all field trips in a concise and straightforward manner to the Field Office Manager;
Follows up and reports on implementation of Internal and External Audit recommendations, which are to be implemented by partners’ Logistics Department and field offices;
Follow up that recommendations on end use check visits have been implemented and complied with by the Logistics Department, CRS/ET field offices and by partner agencies;
Submits monitoring report at a reasonable time;
5. Planning and carrying out improvements in monitoring work
Plans and carries out the improvements of monitoring work by studying and keeping in touch with current practices and methods and development activities;
Performs other related duties as required.
Job Requirement
Minimum Qualification Requirements:
Education & Experience: Completion of 1st Degree, preferably in Supply Chain Management, Accounting, Economics, or other related fields; and 3 years of experience working with an international non-governmental organization, or in Food Monitoring, Commodity Management or other related field.
Competencies /Knowledge, Ability and Skill
At this time, CRS is only seeking candidates who are fluent in English and Amharic
To be considered, candidates MUST be able to speak one of the following dialects fluently: Oromiffa, Somali, or Tigrigna. Candidates who speak Somali are strongly encouraged to apply. Candidates with previous experience working in Somali are strongly encouraged to apply.
Local knowledge of the duty stations
Good knowledge and experience in food monitoring activities and or experience working on USAID funded projects
High degree of initiative, integrity and accountability
Ability to work under pressure and meet deadline
Ability to write basic reports in English
Skill in the use of MS-Office applications

Working Conditions: To successfully carry out monitoring activities, Food Monitors are expected to spend 75% of their time in the field conducting these monitoring activities on a rotation that has monitors out in the field for ten days followed by five days twice each month. The approach may change as directed by JEOP senior management.
