Universal Immunization through Improving Family Health Services (UI-FHS)
JSI Research and Training Institute Inc. / Universal Immunization through Improving Family Health Services (UI-FHS) is designed and implemented in collaboration with the Ethiopian Federal Ministry of Health (FMOH), the goal of UI-FHS is to learn, document, and share evidence with the Ministry and other stakeholders about how universal immunization might be achieved through affordable and sustainable approaches to reach all women and children with potent lifesaving vaccines.
SUPERVISOR: Regional Immunization Manager LOCATION: Tigray (1), SNNPR (1) Afar (1) with up to 60% field travel Required Number: 3 (Three) – 1 position per region
OVERALL RESPONSIBILITIES The Regional Learning specialist works closely with the Regional Health Bureau EPI and HMIS focal persons to promote active use of data at all levels. S/he obtains RI data from the woredas, guided by UI-FHS ME&L Advisor, and supervised directly by the RIM. S/he provides data management, analysis and coordination support on routine immunization activities throughout the region. S/he also collects and analyses monthly EPI data from the woredas and forwards to ME&L Advisor on time. S/he is also responsible for providing technical assistance for RHB EPI departments for building capacity to better compile and analyze monthly and quarterly EPI data collected from the woredas and promotes the use of the RED categorization tool at regional, zonal (as appropriate), and woreda levels. The Learning Specialist is expected to visit woredas/zones with 60% of the time for training and technical support and closely works with Immunization Specialists through oversight from the RIM. While the personnel supervisor of a Learning Specialist is the RIM, the Addis based ME&L Advisor will provide detailed technical support to the regionally based Learning Specialist, but always in close collaboration/coordination with the RIM.
SPECIFIC RESPONSIBILITIES
Work in close collaboration with RHBs/ZHDs/WoHOs to build capacity in improving active use of EPI related data through mechanisms such as supportive supervision, quarterly review meetings, etc.
Participate and facilitate advocacy visits, QRMs and ISSs conducted at woredas with RHB/ZHD and UI-FHS staffs
Support Regional EPI team in the regions in maintaining of all EPI activities ensuring timely reporting – this includes UI-FHS Ethiopia’s monitoring programmatic progress and specific analyses as requested
Provide technical support to RHB/ZHD/WoHOs in activating regular use of the RED categorization tool; this includes but is not limited to installing relevant data programs such as RED categorization database tool, and ensuring WoHOs develop and maintain back-up systems for their woreda data
Work in close collaboration with the Immunization Specialist and relevant WoHO experts to set up quality assurance and control procedures, as well as data validation tools to assure the quality and completeness of the data
Perform quick, spot-checks of the quality of data collected and monthly reports recently submitted
Assure the completeness of UI-FHS project reports from woredas in monthly basis and give immediate feedback
Lead in all regional-related documentation efforts for the project, including coordinating compilation of monthly/quarterly/annual reports under the guidance of the RIM and ME&L Advisor; this includes serving as the focal point for compiling, summarizing, analyzing, and submitting monthly project reports and other reports to Addis ME&L in a timely manner
Support and facilitate active use of RED categorization database at the regional office
Provide technical support on monthly and quarterly EPI reports and other queries for program monitoring and evaluation as needed to the RHB EPI team

Job Requirement
BSc. Degree in health informatics, computer science, statistics, demography, and related fields
Two to five years of work experience in the M&E or research of international health and development programs
Familiarity with how to collect project monitoring data, and preferably some experience working with secondary data from the Ministry of Health, Woreda Health Offices or other state health organizations
Fluent Excel user, with familiarity in the advanced use of filters, formulas, and other data manipulation functions to increase speed of data entry and cleaning of primary data
Ability to work comfortably with statistical software for data analysis (Stata preferred)
Experience with conducting, analyzing and writing up qualitative data
Detail oriented, with good time management skills; team player
Fluency (read-write-speak) in English, Amharic and the official language of the Region of assignment. Knowledge of language local to the woredas of assignment (if different from the official) is a bonus.
