Position Announcement Safety and Security Controller ETHIOPIAN AGRICULTURAL TRANSFORMATION AGENCY
The Agricultural Transformation Agency (ATA) in Addis Ababa, Ethiopia is seeking a qualified candidate to serve as a Safety and Security Controller.
BACKGROUND:
The Ethiopian Agricultural Transformation Agency (the Agency or ATA) is an initiative of the Government of Ethiopia (GOE) which was established by federal regulation in January 2011. The primary aim of the Agency is to promote agricultural sector transformation by enhancing and supporting existing structures of government, private-sector and other non-governmental partners to address systemic bottlenecks in the system and deliver on a priority national agenda to achieve growth and food security.
The ATA focuses on a set of high priority program areas. These program areas are sub-divided into Systems, Value Chains, and Initiatives. Across these, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity, and test innovative models. Its structure and function is focused on nimble, innovative and results-oriented support to a range of partners in the agricultural sector. It is financed by GOE and a range of development partners.
POSITION SUMMARY:
Under the direct supervision of the Logistics Manager, the Safety and Security controller is responsible for managing and patrolling building perimeter, set up secured point of entry and investigates suspected activities; ensure the protection of properties, assets and staff welfare. The Security controller rounds and monitors both the interior and exterior of the building ,windows, doors and entrances to make sure all are locked , observing for security violations , fire, safety risks or hazards and recommends corrective measures regarding unsafe conditions or unsecured areas. If an alarm sounds or there is any disturbance in the working environment, the safety and security controller would be on the front line to act and make an emergency call for police, fire brigade or ambulance services. He/she is also responsible for taking a phone call that comes into the agency after business hours. The Security controller conducts hourly rounds to ensure the organization visitors have a safe and pleasant stay, monitor alarm systems, sign in and out the proper working of signal equipment ; admit staff and visitors to the building check in and sign out , check the proper functioning of elevators and stairwells, fire extinguishers and safety of the meeting rooms. Supervise the work undertaken by outsourced security guards and cleaners to have performed per contract specification. Whenever there is an issue in relation to assigned security guard and cleaner, discuss with outsourced company and resolve the problem.
Job Requirement
ESSENTIAL DUTIES:
Ensuring the protection of organization property and assets Pro-actively.
Creating a safe and comfortable working environment for employees and visitors.
Preventing and detecting offences in the building. In case of any incident, report to logistics manager immediately.
Monitor and supervise the shifting schedules of -outsourced security guards and cleaners, make random check of undertaken work meets the organization needs.
Deal with day to day security guard and cleaner works related issues(Absence cover, quality and quantity of the work)
Leading individuals off /in the office during the working hour and over the weekend.
Communicating with the emergency services, police, ambulance and fire brigade services to resolve issues and maintain security services.
Checking and validating the ATA office visitors’ credentials (ID cards and/or passports).
Controlling the entry and exit of the organization, private and rental vehicles and guide proper parking procedure.
Perform services to assure the safety and protection of organization property and personnel against injury, intimidation, loss and damage from any preventable cause, including fire, theft, embezzlement, destruction, trespass, and sabotages.
Establish and install key controls on departmental communication equipment and property access; evaluate incidents and determine course of action.
Discover source of security gap; install safety alarms around building and perimeter, and track all incidents.
Prepare and conduct information security training for organization employees, and give physical security responses for any security related issues.
Manage processes for protecting classified, proprietary, and sensitive information and take care the Installed access control devices and oversee the swipe card and system application
Making sure the unauthorized personnel enter to restricted areas.
Collecting statements and evidence in security related reported allegations.
Cross check the accuracy and updating records of security guard day to day event recording files.
Carrying out and check car parking in basement, get pass for outgoing items from the stores and building and issuing warnings to owners of illegally and improper parked vehicles
REQUIRED QUALIFICATIONS:
Degree and/or diploma in security and safety fields or related fields from police/ military science college and at least five years working experience with governmental or similar organizations for degree and more than seven years of working experience for diploma.
Must be able to work on a flexible schedule, follow detailed procedures, and have good skill of customer handling services.
Expected to work independent of intensive supervision and willing to make observation in the evenings and over the weekends if necessary.
Good observation skills and aware of security and safety issues.
Dealing with people politely but in authoritative manner.
Computer literate; able to use MS Offices and capability to monitor information feeds simultaneously from multiple sources.
Having a professional approach to all routine tasks.
Experience of monitoring and controlling security equipment and excellent time-management skills.
Ability to communicate effectively at all levels and willing to receive a call under stressful situations.
Ability to recall and record information concisely and accurately and have good understanding of the organization security rules and regulations.
Ability to detect conditions which might indicate danger, loss or damage to persons and property and willing to work additional assignment given by immediate supervisor.
Experience and ability to work effectively in a multi –ethnic and multi – cultural environment and capacity to maintain effective working relationships with staff, officials and partners
