Job Title: National Access to Finance Specialist

Location: Addis Ababa
Position Summary: Improve access to finance challenges for participants along the value chain of agricultural commodities to increase investment, improve productivity and expand trade by providing technical assistance to all aspects of the AGP/ AMDe program along the value chain.
Specific Responsibilities:
Serve as a Rural Finance Service technical specialist on National AGP/AMDe; liaising with commercial banks, MFIs and SACCOs, and provide technical support and guidance to these institutions as well as smallholders owned Cooperatives, agribusinesses operators and other value chain actors
Work with regional Rural Finance Promoters in the implementation of regional Access to Finance Activities providing technical support
Work with international consultants and local project staff related to access to Finance initiatives, Ensure quality and timeliness of relevant deliverables under the program,
Participate and provide technical assistance in financial analyses to identify opportunities and constraints within the selected value chains.
Building on the capacity gap identified for SACCOs, lead the implementation of capacity building support designed to improve their lending and savings products to the agricultural sector; improve financial & risk management capacity
Provide technical assistance in leveraging RUFIP’s investments in rural SACCO’s through development of a detailed framework for collaboration and maintaining a regular schedule of meetings to ensure effective implementation.
Coordinate with AGP-AMDe program value chain teams to develop new financial products, services, methodologies tailored to the needs of the value chain actors; including provision of training to the financial institutions and other VC participants in the new products; and specific collaboration with ECX to develop products for commodity trading and inventory credit systems
Work with the insurance industry and their clients to expand the use of crop insurance and affiliated products amongst smallholder producers; starting with the established partnership with Insurance service providers.
Provide technical assistance in building the capacity of financial sector associations (BA, AEMFI) to increase their focus on agricultural finance and to enhance their advocacy roles with the GOE; which will lead to an improved enabling policy and regulatory environment.
Develop strategies; work with DCA implementing Banks to increase the use of loan guarantee facilities within the agricultural sector, work for the expansion of the USAID DCA facility.
Work with other development partners and influence Ethiopian National banking policy and strengthening regulatory capacity of rural finance service providing sector in collaboration with our AGP-AMDe enabling environment specialist.
Job Requirement
BA/BSc OrMA/MSc degree in Banking and Finance, business or finance/accounting; Economics and business, Agricultural Economics, or other related field.
Trained in Rural finance, value chain financing, agricultural marketing finance, SACCO promotion & management, MFIs operations & management, etc.
Minimum 5years’ experience for BA/BSc and 4 years for MA/MSc degree; in Business Management/Development, Management Accounting or Financial Management, a mix of Rural finance experiences, Micro finance institutions; and/or rural finance system, SACCOS /Cooperative and marketing management, finance/value chain/agricultural development programs development
Proficient with financial modeling, developing cash flow, income statement and balance sheet including sensitivity analysis
Experience in implementing programs aimed at increasing access to finance, including value chain and rural finance,
