Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the PC Food Security is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Job Purpose Summary
The PC is to manage the Livelihoods in Gambella under supervision of the Area Manager and in close collaboration with the Food Security Project Manager and relevant support staff.
Key Responsibilities
• Responsible for the full implementation of the Livelihoods project while working in close collaboration with Food Security Project Manager,
• Responsible for timely monitoring and evaluation of the project to make sure the project implementation is on tract
• In close liaison with Finance department, monitor budget and project finances. Maintaining strong financial control on budgets by ensuring spending within available resources and in compliance with donor and NRC regulations and guidelines
• Supervise all the Livelihoods project staff, providing on capacity building of the team
• In close liaison with Food Security Manager, develop food security project proposals.
• Produce timely quality project reports (weekly, monthly, quarterly and annual) according to donor requirements and NRC M&E guidelines.
• Liaise with local authorities and stakeholders in food security to ensure effective implementation and monitoring of the program
• Represent NRC on Livelihoods working group, cluster and other Food Security-related meetings in the field
• Any other tasks assigned by both the Area Manager and Food Security PM for the overall Management, Supervision, Monitoring and Evaluation of the program.
Achievement Indicators:
• Achievement of Livelihoods project output and outcome indicators;
• Development of efficient and innovative Livelihoods programme response in the area;
• Expansion of the Livelihoods programme in the area;
• Follow up on deadlines as set by plans, procedures and timelines for the Food Security Programme;
• Supported Livelihoods staff recruitment and training of Livelihoods programme staff;
• Coordination and contact with relevant external actors have been established and are maintained;
• Co-ordination and co-operation are assured and synergies identified with other NRC programs in the area;
Professional and Educational Qualifications
• Master’s degree in Agriculture, Agribusiness, Economics and related fields
• At least three years’ experience in Project Management with a local or international humanitarian organisation;
• Experience with emergency food security and livelihoods programming is essential;
• Proven track record of management skills, including personnel and financial management.
Essential Skills
• Excellent English, both oral and in writing.

• Knowledge on Programme development and implementation in emergency/refugee setting would be an advantage
• Experience with working in isolated/unstable areas and ability to manage complicated security situations;
• Stress resilient, team oriented, strong oral communication, structured, and result oriented;
• Flexible and with ability to take initiative and to inspire others;
• Ability to work both independently and as a team member;
• Ability and tolerance of field work with long and frequent vehicle travels and modest accommodations.
