Position Title: Financial Management Support Advisor to RHBs Department: Finance & Administration Number required: Five Duty Station: ICAP-CU Ethiopia Regional Offices in Tigray, Amhara, SNNPR and Addis Ababa.
Overall Duties and Responsibilities:
The incumbent is required to support Regional Health Bureaus (RHBs) in financial management in accordance with USGs’ rules and regulations and, to assist in building capacity of the partners in administrating the funds in an efficient and effective manner & in compliance with pertinent laws, rules, regulations, and directives. The advisor will be responsible for working closely with the project team in the RHBs to improve their internal operational systems & processes and financial management capabilities for managing USG awards.
Main Duties and Responsibilities:
Work closely with the CDC-funded project staff in the RHBs and provide the required technical assistances for identified areas for improvement in compliance with USG requirements/rules and regulations;
Participate in the performance review meetings, identify the recommended action points and support the partner in the implementation of the action points planned;
Assist in the process of planning, budgeting, budget execution and budget monitoring activities using the appropriate formats and details requirements;
Assist the RHB project team in online/electronic application, requesting and reporting processes requirements to CDC.
Assist in fund utilization activities in the project implementation to ensure conformity with USG rules and regulations, & Government requirements and Accounting standards.
Support in setting up of accounting systems/ accounting software application and development of chart of accounts suitable to the project activities by the partner.
Assist in preparation for possible A-133 audit;
Provide close support and advice on tracking of expenditure, pipeline and burn rate analysis and projection of use of fund (cash forecast) for management decisions and to enable partner managing the fund proactively.
Assist in having efficient fund requests & transfers systems within the organization (from the bureau to the sub offices & sites as required, and to CDC for advances and reimbursement requests.
Support in setting up fixed assets and supplies management system so that all items purchased by the project fund are clearly identified & recorded, reported and annually counted to enable the partner safeguarding the project assets.
Support in the preparation of annual financial status report to CDC;
Support in the procurement process.
Assist in compiling and submitting prior approval requests;
Support the partner in project documents filing systems;
Assist in proposal development, continuation applications, and submission process.
Job Requirement
Required Qualification and work Experience:
Bachelor’s degree in Accounting, Finance, Management or in a related field, or an equivalent combination of education and work experience;
Minimum 5 years of job-related experience, preferably on providing capacity-building support through training, mentorship and other mechanisms to local organizations with varying levels of organizational capacity;
Experience managing CDC-funded projects with sub-grants components strongly preferred;
Knowledge of USG rules and regulations required;
Excellent spoken and written communication skills in English;
Knowledge in Accounting applications software is mandatory;
