PURPOSE OF THE POST To provide technical guidance to the government of Ethiopia in building and strengthening the national vital events registration system and its integration into the health system.
THE CONSULTANT’S MAJOR TASKS WILL BE THE FOLLOWING: Providing technical assistance to the Government of Ethiopia to define the detailed workflow or business process for CRVS including interoperability with health service delivery points. (Assessment and identification of strategic and operational linkages between CR and health system).
Supporting development, field-testing and validation of data collection tools, working manuals and certificates appropriate security features
Developing pre-service training packages
Facilitating ToTs targeting a set of core trainers
Developing monitoring of evaluation framework
Supporting inter-agency coordination and technical assistance platforms at Federal and Regional level
Leading assessment of the institutional and technical capacity requirement of regional vital events registration organs in target locations- from kebele to region level, and coordinate provision of appropriate support
Facilitating identification and application of data storage facilities and systems for archive
Leading a rapid situation analysis on BR and Maternal and Newborn Child Health(MNCH) in targeted woredas
Supporting development of a MoU between Ministry of Justice/FVERA and MoH identifying roles and responsibilities as well as operational modalities
Assisting adaptation of civil registration training manual for the trainings for health sector personnel
Expected Deliverables The consultant will be expected to produce the following deliverables;
Deliverable 1: An inception report submitted to UNICEF, Deadline: 1 September 2014;
Deliverable 2: Technical assistance and advice provided. Regularly updated implementation notes created in consultation with VERA, Deadline: Continues through contract period
Deliverable 3: Periodic donor reports written on timely basis (quarterly, biannual and annually) Deadline: Throughout contract period
Deliverable 4: Regular discussion forums organized between the two section and sectors. Progress on implementation of activities gathered and shared between the two sections and agencies. Deadline: Continues through contract period;
Deliverable 5: Action plan and workflow process developed on interoperability of CRVS and health. Deadline: 25 Sep 2014;
Deliverable 6: Workshop organized and business process validated; Deadline: 15 Oct 2014;
Deliverable 7: Tools for monitoring of progress developed for use by Federal and Regional VERAs; Deadline: 30 Oct 2014;
Deliverable 8: The inter-agency coordination and technical assistance platform continue to function and deliver appropriate support as per its ToR Deadline: Continues through contract period;
Deliverable 9: Capacity assessment report presented and plan developed in the target locations covering institutional and technical capacity requirements; Deadline: 09 Dec 2014;
Deliverable 10: Proposal for secure and low cost data storage facility presented together with procurement plan; Deadline: 19 Dec 2014;
Deliverable 11: MoU developed and adopted between MoJ/FVERA and MOH; Deadline: 15 January 2015;
Deliverable 12: Draft forms for notification and registration of vital events, consulted, field tested and validated with concerned directorates; Deadline: 28 Feb 2015;
Deliverable 13: Training package submitted; Deadline: 20 April 2015;
Deliverable 14: 2 rounds of training of trainers provided to pool of regional and federal trainers, Deadline: 15 May 2015;
Deliverable 15: CRVS training manual adapted and health workers trained, Deadline: 20 June 2015;
Deliverable 16: Final report of consultancy submitted to VERA and UNICEF, Deadline: 15 June 2015
Job Requirement
Education: Advanced university degree in demography, statistics, social sciences, law, public health, or other related area;
Work experience and skills required: At least ten years relevant technical and professional experience in supporting governments in developing countries in building system of vital events registration. Experience in drafting vital events registration instruments and training manuals, Ability to innovate and communicate ideas effectively, establish effective working relations and meet deadlines; Able to work both in a team and with minimum supervision (i.e., self-motivated and pro-active); Ability to demonstrate political/cultural sensitivity and work harmoniously with others
Language Proficiency: Fluency in English is required and knowledge of the local language of the duty station is desirable.
Nationality: Ethiopian Nationals are not eligible to apply on this international consultancy.
