Objective of the Programme:
DAI is preparing for upcoming Governance Programmes in the Ethiopia. The Programmes will aim at supporting public sector reform and institutional development processes to improve accountability and transparency of national governments.
Scope of Work:
At least 10 years of professional experience working with revenue authorities to improve revenue collection and to support revenue reforms.
Experience in tax administration and policy in developing countries.
Comprehensive understanding of working on the interphase between taxation systems and business enabling environments.
Sound knowledge of organisational reform, including capacity building, human resources, process management and ICT systems.
Demonstrated experience working with tax education campaigns and the strengthening of enforcement mechanisms.
Demonstrated knowledge of Public Financial Management including Capacity Transfer, Accounting and Reporting, Revenue Management, Budgeting Preparation and Execution, Macro-fiscal Capacity, Planning and Policy, Monitoring and Evaluation and Aid Effectiveness.
Job Requirement
General Requirements:
Advanced Degree in a relevant subject area.
A demonstrable track record of achieving results.
Strong oral and written English communication skills.
Experience in working in fragile and conflict affected states, preferably sub-Saharan Africa.
Experience working on DFID funded programmes would be an advantage.
