JOB DESCRIPTION
General Assignment: Responsible for managing, Planning, organizing, directing, implementing, and controlling the functions of the engineering department, supporting and providing direction, leadership and coach the department employees, address the concerns of other department managers and work cooperatively with other department managers to achieve the goals and objectives of the company. Responsibilities: 1: Manage the strategic and operational activities of the Engineering department - Develop and implement standards and procedures related with the engineering and technical works to be performed in the department, service, and laboratory. - Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. - Define the department strategies and goals and brief the Executive Management Team and implement when approved - Develop full-scale project plans, bills of materials based on project, designs drawings and associated communications documents. - Define the resource implications of project activities in the project life cycle and work with other Manager for successful accomplishment. - Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion. - Responsible for timely project delivery, project management, cost control and customer satisfaction. - Liaise with project stakeholders on an ongoing basis. - Estimate the resources and participants needed to achieve project goals 2: Monitor and evaluate the overall projects Accomplishment and performance aspects at national level - Monitor and evaluate the implementation of all projects as per the agreed time table with the client; - Monitor and evaluate the quality of all projects as per specification; - Monitor and evaluate the effectiveness and efficiency of resource in each project activities. - Advising and Consult or negotiate with clients to prepare,review, or modify designs and project specifications up on force majeure and up on the acceptance of the client and the CEO. - Control the operational, quality and materials consistency, and updates on the work plans (business Plan); Prepare budgets, bids, and contracts 3: Human Resources Management and capacity building activities : - Coach, mentor, motivate and supervise project team members, and influence them to take positive action and accountability for their assigned work. - Support the HRM manager in performance management planning, performance appraisal & implementation and apply decisions taken by the HRM Manager - Follows up staff productivity, employees’ compliance with organizational rules and regulation and inform (discuss with) the HRM Manager for any discrepancy. - Identify capacity buildings needs for the engineering teams; - Support the HRM Manager in designing and organize training for department staffs 5: Write proposals, reports and Debriefings - Develop and deliver progress reports, proposals, requirements documentation, and presentations as required by the CEO. - Prepares business Plan in consultation with other department managers and present to the CEO for approval and implement as per agreed. - Prepares proposal and recommendations for the CEO and other third party - Compile and consolidate the engineering activities reports of the bases and the capital: activity report, resource consumption, cost of vehicles, list of equipment, - Prepare quarterly briefings for Executive management team about operational progresses, problems and solutions categorized by projects types. 6: Participate and contributes for other strategic issues of the company - Participate and contribute for the design and implementation of the company strategic plan.
Job Requirement
Educational Level: MSC/BSC in Civil engineering from a recognized University with six /eight years of relevant experience, out of which at least 4 years at senior(managerial) level involvements in construction companies or projects.
Required skills:
Updated, and highly developed civil engineering knowledge and skills in both practical and theoretical aspects
Highly proficient in all engineering software applications

Must have proven leadership abilities and passion to lead and coordinate subordinates,
Very good communications skills, and interpersonal skills and sound judgment.
Must be able to develop strong relationships with clients and staffs
