POSITION SUMMARY:
The Employment and Entrepreneurship officer immediate objective is to develop/facilitate a clear pathway of the employment and entrepreneurship component in the southern cluster, identify opportunities and constraints of the EE sector in the southern cluster and communicate this with the FL EMD advisor and Addis based EMD advisory team. S/he must collaborate with local and national partners to develop employment and entrepreneurship opportunities in the area. S/he must familiarize themselves and project partners to actively engage in initiating the sector related CNs, ensure employment and entrepreneurship related CNs originated by project partners in the cluster are effectively supported, cascaded, reviewed by EMD FLA, Cluster Program Manager and approved by the Addis-based EMD Advisory, closely follow up field level activity execution and reporting processes.
ESSENTIAL JOB FUNCTIONS:
Develops her/his own deep understanding and mastery of ‘economic and market systems strengthening facilitation’ including coaching, relationship building, communicating, entrepreneurialism/business understanding and innovating;
Becomes intimately familiar with all aspects of the employment and entrepreneurship market systems component is targeting including key actors (producers, traders, employer, information service providers, warehouses, transporters, financiers, intermediary and terminal markets); governance frameworks (formal and informal); and all support markets and functions;
Supports, trains all project partners in Business skills trainings, facilitation skills and related youth focused capacity enhancing skills
Responsible for capturing and updating list of actors and respective roles of institutions who are service providers in the operating region
Responsible for ensuring the quality of employment and entrepreneurship related CNs developed, implemented and reported to the respective cluster EMD-FLA and Addis Based advisory team and Alternative LH advisor;
Participates in monthly Cluster-level EMD coordination meetings; and in all monthly Cluster-level Consortium coordination meetings convened by the CPM;
Proposes and facilitates intra- and inter-cluster exchange visits on employment and entrepreneurship related activities, as well as exchange and exposure visits elsewhere as appropriate;
Strengthens private sector development in the employment and entrepreneurship sector specifically in the southern Cluster but not limited to, by bringing new ideas and initiatives to the EMD team and overall project;
Coordinates and ensures excellent quality for the designs, execution, measurement and documentation of assessments of targeted markets;
Develops key monitoring and measuring indicators, milestones and plans in close collaboration with supervisor and M&E team, and solely responsible for monitoring and reporting all output, outcome and impact indicators for respective market system(s);
Ensures the program captures and responds to up-to-date information about market developments within the employment and entrepreneurship market systems and global best practices for market systems strengthening.
Develops and implements work plans to achieve project’s objectives;
Conducts her/himself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
Other duties as assigned.
Job Requirement
Experience in private sector is strongly preferred
Bachelor degree in agribusiness, economics, business administration or other related field, or commensurate private sector or field experience is required
Above 3 years’ experience in private sector or working with other agencies in market systems facilitation, agribusiness or financial services
Ability and willingness to drive motorcycles greatly preferred.

Fluent in English, and in two of the following languages: Oromifa and/or Amharic (capable in all three a strong benefit)
