VIII Job Summary
The purpose of the Sanitation and Hygiene Specialist position is to oversee the development of CARE’s work in line with priorities identified in the Long Range Strategic Plan (LRST), provide technical advice in the planning, implementation, monitoring and evaluation of sanitation components of projects, build the capacity of CARE and its partners in technical issues pertinent to the sector and develop and strengthen partnerships among sector stakeholders, government departments and NGOs for effective collaboration and co-ordination.
IX. Duties and Responsibilities
Develop, update and organise hygiene and sanitation promotion materials, standard training manuals for Woreda partners, communities and project staffs.
Organize, facilitate and follow trainings for grass root level undertakings and provide for Woreda and Zone level staffs as appropriate.
Facilitate and lead partners’ capacity gap assessment in the area of hygiene and sanitation; and promote for the implementation of Assessment results/ recommendations.
Participate in regional Hygiene and Sanitation policy, strategy and working modality development and promotion of appropriate policy implementation.
Participate on basic sanitation and hygiene status assessment, activities, including site selection when necessary for construction and use of Ventilated pit latrines at different institution;
Organize and facilitates water quality tests analysis regularly;
Assist the construction and the extension unit/team members and works closely with them in project goals achievement;
Collaborates with intervention Woredas health staff for hygiene and Sanitation promotion, monitoring and follow up of hygiene sanitation activities progress;
Acting as WASH’s point person for innovative and alternative technologies promotion including water treatment and sanitation options in spearheading learning, documentation and experience sharing both within CARE, government partners and other agencies.
Provide technical support to Zone and Woreda in field level supervision, developing mechanism for proper follow up and evaluation of works such as development of check list, reporting format, report writing, data management, analysis and interpretation.
Gives technical advises on measures to improve community health including action regarding sanitation, hygiene and safe water chain;
Regularly check and ensure that hygiene and sanitation component of the program are effectively and efficiently implemented as per the proposal and agreement made with donor and Government
Work with other program staffs to ensure that the program address the strategic goals and crosscutting themes (Women empowerment and forward accountability) of CARE.
Work with government and non- government partners to establish appropriate and alternative hygiene and sanitation demonstration models at woreda and community centres, familiarise appropriate technologies at different level and evaluate challenges and success.
Organizes Sanitation campaigns and regular promotion programmes with the aim of creating awareness in the Community to reduce health problems due to poor sanitation and hygiene.
Represent CARE in regional Health related forums, Hygiene and sanitation related development partner discussion forums, Workshops, seminars and joint assessment works, serve as a focal person for regional and zone level emergency networks in her/his area of specialisation.
Support government partners to establish and strengthening community and government networks in WASH (WASHCO---Kebele----Woreda).
Organize and hold meetings with regional, Zone, Woreda, and Kebele concerned bodies;
Works closely with zone, Woreda, Kebele and other field staff to prepare and conduct hygiene and sanitation related trainings;
Mainstream and promote gender equity and diversity policy and action of CARE Ethiopia in the work place and in the community we work with.
Liaises with all stakeholders and works closely with government partners and other actors to ensure proper hygiene and sanitation promotion and education mechanisms in place in community, schools, health and other institutions.
Work with WASH teams particularly with the initiative manager, Construction advisor and other key staffs in project proposal development and is responsible to properly link hygiene and sanitation intervention with the hardware and other crosscutting issues.
Participate in annual and periodic planning works of WASH at regional and Zone level by representing CARE
Work with program DME person and government higher level staffs in undertaking of project monitoring, baseline survey, progress reviews, impact assessment and final evaluation
Advise WASH initiative Manager and program manager in developing strategic intervention plan in software part of WASH in the region- with evidence based regional needs
Assess, analyze, interpret and document hygiene and sanitation intervention process and its effect/ contribution to address underline cause of poverty and thereby positively impacts women’s and girls’ life.
Prepare different trainings for Woreda partners, school communities and CBOs and monitor and evaluate level of effectiveness
Facilitate joint learning forum with government and other actors in the sector
Periodically consult and create the right working condition with staff of MOH, education, Water Resources development and all other concerned sector offices to promote and monitor impact of sanitation and safe water related works;
Ensures the effective and timely implementation of the project planned activities;
Arrange facilitative and supportive supervision programs to oversee and monitor hygiene and sanitation activities progress in intervention areas;
Organize and prepare action research, document and share the results for partners at different level;
Organize as well as produces monthly, quarterly, bi-annual and annual technical reports and submit to the supervisor timely.
X. Qualifications (know how)
A) EDUCATION/TRAINING Required:
BSC in Environmental Health Science, or equivalent combination of education and work experience.
Desired:
MPH or MA in psychology or sociology.
B) EXPERIENCE Required:
5 years of relevant experience in the area of hygiene and sanitation.
Desired:
NGO experience.
C) TECHNICAL SKILLS
Required:
Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels;
Computer skills particularly Microsoft Word, Excel, Power Point, Access;
Fluency in English language and written communication;
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.
