Position Title: Social Protection Specialist Duty Station: Addis Ababa Contract duration: Indefinite period contingent upon funding of Child Protection program Reports To: Project Director/Program Manager

Background:CRS and its partners will undertake new programming to decrease exploitative labor amongst older children in select areas of Ethiopia. The project will promote education and vocational training opportunities for youth as well as promote decent work opportunities for them. There will be a focus on girls, and special attention given to assuring that they have access to safe, sustainable education and work options appropriate to their age. The project will enhance livelihoods and access to social protection programs for youth and their households. It will further promote engagement and leadership by youth in their communities.
Purpose of the Position: To lead and coordinate project activities to improve access to social protection programs for youth and their households.
Duties and Responsibilities:
a.Project Specific
Lead and coordinate the development and roll out of systems and tools to improve access to social protection programs for youth and their households.
Develop and maintain functional linkages to government programs that seek to mitigate the impact of economic shocks, promote equity and reduce poverty.
Ensure linkages to public works programs that promote decent work for youth.
Promote access to health insurance, cash transfer programs, scholarship and other services, in line with project objectives.
Maintain a focus on girls and their families, developing and promoting systems that take their needs and preferences into account.
Collaborate closely with project staff and partners to ensure an integrated project approach.
b.General
With other senior staff, provide advice and leadership, as appropriate, in incorporating project activities and initiatives with those of other CRS and stakeholder initiatives. Seek synergies and learnings across programs.
Key Working Relationships
The Social Protection Specialist will establish and maintain collaborative partnerships with key stakeholders nationally, regionally and locally in support of the project. He or she will ensure effective communication between CRS, key partners and stakeholders externally and across CRS’ programs. The Social Protection Specialist will be supervised by the Project Director/Program Manager .
Job Requirement
Minimum Qualification Requirements:
Education: Bachelors or Master’s degree in social work, child protection, or a related field.
Experience:
For Masters Degree a minimum of Two years of experience, for Bachelors degree a minimum of Five years experience in a leadership position responsible for developing social protection interventions
Competencies /Knowledge, Ability and Skill
Experience with the technical aspects related to project’s social protection strategy, including programs that seek to mitigate the impact of economic shocks, promote equity, and reduce poverty amongst youth and their households.
Experience with projects that promote social protection, including by improving access to health insurance, cash transfer programs, scholarships, and public works programs.
Understanding of social protection issues.
Experience working successfully with government agencies and private organizations engaged in the provision of social protection services.
Experience working with relevant government agencies and civil society organizations.
Fluency in Amharic required. Knowledge of English preferred.
