Position Title: Monitoring and Evaluation Officer Duty Station: Addis Ababa Contract duration: Indefinite period contingent upon funding of Child Protection program Reports To: Project Director/Program Manager

Background:CRS and its partners will undertake new programming to decrease exploitative labor amongst older children in select areas of Ethiopia. The project will promote education and vocational training opportunities for youth as well as promote decent work opportunities for them. There will be a focus on girls, and special attention given to assuring that they have access to safe, sustainable education and work options appropriate to their age. The project will enhance livelihoods and access to social protection programs for youth and their households. It will further promote engagement and leadership by youth in their communities.
Purpose of the Position: To lead, supervise and manage all project monitoring, evaluation and learning components within CRS’ existing PMEL system.
Duties and Responsibilities:
a.Project Specific
Coordinate the development of the project’s Comprehensive Monitoring and Evaluation Plan with external M&E experts, CRS and partner staff. Manage implementation of the plan.
Design, lead and manage all aspects of project monitoring, evaluation and learning including the following:
A Direct Beneficiary Monitoring System (DBMS) including the education and work status of beneficiaries;
Identify and oversee the work of external evaluators for the project’s baseline and follow-up surveys;
Establish a strong learning and programmatic adaptation mechanism with all project partners and stakeholders;
Ensure the timely preparation of high quality reports.
b.General
With other senior staff, provide advice and leadership, as appropriate, in incorporating project findings with those of other CRS and stakeholder initiatives. Seek synergies and learnings across programs.
Key Working Relationships
The Project monitoring and evaluation officer will establish and maintain collaborative partnerships with key stakeholders nationally, regionally and locally in support of the project. He or she will ensure effective communication between CRS, key partners and stakeholders externally and across CRS’ Monitoring, Evaluation and learning department. The project monitoring and evaluation officer will be supervised by the Project Director .
Job Requirement
Minimum Qualification Requirements:
Education: Bachelors or Master’s degree in statistics, demographics, public policy, international development, economics or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics, preferred.
Experience:
For Master’s degree a minimum of Two years of professional experience for Bachelors degree a minimum of Five years of experience in a senior M&E position responsible for implementing M&E activities of international development projects.
Competencies /Knowledge, Ability and Skill
Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
Experience designing and managing beneficiary monitoring and database systems.
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
Experience in planning and managing surveys.
Experience developing and refining data collection tools.
Experience with data quality assessments and oversight.
Experience managing and providing ongoing training to M&E field officers.
Ability to facilitate and serve as a project lieaison for externally-managed evaluations.
Fluency in English required. Knowledge of Amharic preferred.
