REPORTS TO: Project Director PROJECT: Help Ethiopia Address the Low TB Performance (HEAL TB) Project
HEAL TB is a five-year program in Ethiopia that will provide a comprehensive package of TB interventions to provide: quality DOTS, strengthened referral linkages to the community, technical assistance to the regional health bureaus (RHB) and Health Zones to improve program management of TB and MDR-TB, TB/HIV collaboration, and Health System Strengthening (HSS) by assisting with District (Woreda) Based Planning, institution of infection control, improved drug supply management, and CB-DOTS implemented in rural and urban areas through the health extension program (HEP). Preference will be given to applicants with relevant experience in Ethiopia. Position is subject to project award.
OVERALL RESPONSIBILITIES:
The Monitoring and Evaluation (M&E) and Operations Research Director is responsible for the overall management of monitoring and evaluation system for project.
The position is aimed to increase both NTP’s and project staff’s capacity to monitor and evaluate the Program as well as provide support to their implementation in coordination with other partners in country to ensure a comprehensive response to TB. The overall responsibility is the development and management of a project-wide M&E system, design operational researches, follow the implementation of researches, data analysis and prepare articles for publication. The director is also responsible to assist the FMoH and the Regional Health Bureaus in analyzing the data collected through the HMIS and help to utilize for program improvement.
SPECIFIC RESPONSIBILITIES:
Provide in-country technical leadership and support for monitoring and evaluation and knowledge management.
Ensure the integration of M&E activities into all project components.
Collect report and analyze information on project activities.
Ensure timely and complete reporting from in-country executing partners in accordance with approved reporting formats.
Monitor and evaluate progress towards annual work plans, expected outputs, including selecting and monitoring progress in meeting indicators.
Assist the Project Director in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s M&E requirements.
Coordinate the preparation of all quarterly progress reports, annual project report, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
Collect data for annual M&E plan and use those data to improve project performance.
Adapt and implement tools and techniques to improve the quality and use of data for decision making.
Compile information on lessons learned and expertise within and outside the project.
Design operational researches, and follow the implementation
Analyze the data collected through the program and operational researches and prepare for publication
Assist the Project Director with decision-making on resource allocation based on project priorities and performance.
Participate on behalf of the project in appropriate technical meetings and conferences.
Provide support to institutional and human capacity building activities at the regional and local levels for project activities.
Provide technical assistance to NTP in improving the M&E systems as well as improving the use of data for decision making.
Develop a detailed annual work plan to build technical and managerial capacity of NTP.
Based on the capacity building work plan mentioned above conduct regular discussions with FMoH and RHBs to assist in the analysis of the HMIS data and use the data for program improvement.
Ensure that skills and knowledge transferred are used in the routine work on NTP.
Carry out any such duties as may be assigned by the Project Director.
Job Requirement
MD plus Masters’ degree in M&E, or public health or equivalent
More than 10 years of relevant work experience, with preferable experience in TB and Ethiopia.
Excellent planning skills.
Demonstrated decision making ability operating in a management culture built on consensus and results. Ability to work as part of a team and as an individual.
Experience with Monitoring and Evaluation in USG supported projects in particular.
Demonstrated skills in data analysis using the different statistical software like EPI-Info, STAT and SPSS.
Experience in publishing in peer reviewed medical journals
Knowledge of and experience in training and capacity building.
