Reports to: Country Director Duty base: Addis Ababa, with frequent in country travel Salary: Above 30,000 birr with very attractive benefit package Closing Date: 14th August 2014 The Head of Finance is a member of the Senior Management Team of ActionAid International Ethiopia reporting to the Country Director and is technically supported by International Director of Finance based in Johannesburg and the Finance Coordinator based in Nairobi. This post involves a full range of financial oversight and general management functions. The purpose of the position is to ensure the financial, management and legal integrity of AAI Ethiopia within the legal framework of policies and procedures established internationally and to ensure that the requirements of local and international law are adhered to and complied with. The position is also responsible to provide strategic direction to AAI Ethiopia; to help ensure all of AAI Ethiopia’s overall strategic objectives are met; and ensure the continual improvement of monitoring, control and expenditure of partner NGOs of funds given by AAI Ethiopia. Key responsibilities include: • Oversee that all program activities have access to all resources they may need for efficient and smooth program and delivery operations • Interpret and comply with established ActionAid International and AAE corporate policies, as well as ensure compliance & stay current with local legal & statutory requirements –filing of returns and other reporting to regulatory agencies. • Ensure the development, implementation and evaluation of financial management systems to maintain the financial integrity of AAE Interpret and comply with established ActionAid International and AAE corporate policies, as well as ensure compliance & stay current with local legal & statutory requirements –filing of returns and other reporting to regulatory agencies. • Ensure the development, implementation and evaluation of financial management systems to maintain the financial integrity of AAE • Produce, interpret to users and keep updated the Local Financial Policies and Procedures Manual (LFPPM) developed within the overall framework structure of the ActionAid International Financial Policies and Procedures Management Framework (AFMF) and GAAPs. • Lead the Department in line with AAI priorities, including financial stability, program budgeting, value for money, and integrated risk management
Job Requirement
Required Competencies The successful candidate will have MA in Finance, Accounting/ Business Administration or equivalent and minimum of Ten years relevant experience in a reputable organization with a minimum of three (3) years post qualification in a senior management position; work experience with an INGO would be of added advantage, membership of reputable Professional Accountancy body such as ACCA, CPA etc, very strong experience in financial management and accounting practices at a senior management level; proven experience in implementing financial and administrative control systems; excellent team building and leadership skills, interpersonal and communication skills, high degree of maturity and sense of judgment are also essential; proven experience in running donor funded projects; sound practical knowledge of spreadsheets, Knowledge of one Information Technology accounting systems is a must and knowledge of SUN system is an advantage; practical understanding of development programming challenges and appreciation of the financial support requirement;
