Working in close collaboration with the Senior Programme Officers, the M&E officer is responsible for overseeing the Monitoring and Evaluation of projects funded by CBM Australia. The M&E Officer is responsible for developing an M&E strategy and guiding its planning, implementation and related activities to provide an evidence base for CBM’s development work in Ethiopia; as well as providing timely and relevant information to project stakeholders, in particular, CBM Australia. This will be supported by facilitating stakeholders to undertake their own M&E activities and to link these into an overall assessment of project progress and required action.

Supervision and Working Relationships
The M&E Officer is supervised by the Senior Programme Officer of the CBM-Ethiopia Country Coordination Office who supports him/her as necessary to carry out the responsibilities of the position. The M&E Officer must consult with partners and primary stakeholders when making decisions, and provide regular updates to the Country Coordinator and project staff.
Length of contract: 2 years.
Main Responsibilities and Tasks
This position has been funded in order to strengthen the monitoring and evaluation of CBM’s Australian-funded projects in Ethiopia, but systems developed by the M&E officer will potentially benefit all projects funded by CBM in Ethiopia.
Develops an overall framework for monitoring and evaluation of CBM-funded projects in Ethiopia with a particular focus on strong evidence gathering and learning by the projects funded by CBM Australia. This could include annual project reviews and lessons learnt workshops.
Reviews the quality of existing baseline data for each project in the Australian-funded programme and builds monitoring systems on these in association with project partners.
Supports the evaluations of all Australian-funded projects, liaising closely with partners.
Collects, collates and reviews reports from the projects, analyzing them for evidence of impact and identifying successes and challenges in the projects.
Prepares annual progress reports, based on evaluations and project reports, analyzing the impact of Australian-funded projects in Ethiopia.
Coordinates with project partners regarding reports and M&E activities, including monitoring visits to partners and project sites for quality assurance, training/mentoring and data clarifications.
Regular trainings for implementing and management partners in M&E skills, including participatory approaches, case study development and identifying and promoting learnings.
Technical support for operational research.
Work with programme staff to design support plans to help partners adopt the reporting formats required by CBM.
Oversee the collection, synthesizing and provision of statistical data required by CBM for international reporting.
Participate in external visits and facilitate visitors’ access.
Undertake M&E support for other programmes:
Performs other liaison work regarding M&E closely with the field implementers and other partners, and follows up important papers related to M&E.
Supports the programme team on M&E.
Job Requirement
Personal Attributes: The post holder must possess the following skills, experience, and personal characteristics:
Bachelor’s (10 years) or Master’s (8 years) or equivalent degree in community development, social or development related studies;
At least 6 years experience in monitoring and evaluation, including participatory approaches, planning and implementing M&E systems, training, facilitating stakeholder learning and information analysis, report-writing and case study development;
Understanding and experience in supporting the role of communities and non-governmental sector;
Ability to travel up to 3 months per year and work under pressure;
Advanced knowledge in Microsoft applications and experience in database management
Excellent analytical skills; mature judgment combined with a proactive, energetic approach to problem solving.
Excellent English language (written and spoken)
Desirable:
Knowledge of disability inclusive development, child safeguarding and/or protection, gender; and other cross cutting issues
Experience on disability and inclusive development;
Experience in designing research methodology;
Experience in project risk management.
