Project Concern International (PCI) is a non-government and non-profit international organization dedicated to preventing diseases, improving community health and promoting sustainable development worldwide. PCI is currently looking for highly qualified Natural Resource Management (NRM) and Climate Change advisor that fulfills the following requirements for a one year term with possible extension based on performance. Natural Resource Management (NRM) and Climate Change advisor will lead the integration of climate change activities by providing technical assistance to project staff members and implementing partners on NRM, climate change adaption at program and at national level; climate change policy and land issue. The advisor will develop and undertake evidence-based analysis and studies related to NRM and climate change adaption to inform project activities, contribute to broader GCC database and policies. The advisor will work with other project staff, particularly the Livelihoods and DRM advisor to identify innovative, environment–friendly and integrated DRR/adaption activities.

MAJOR DUTIES & RESPONSIBILITIES
Lead the integration of climate change activities by providing technical assistance to project staff members on NRM, Climate change adaption and national level climate change policy and issue.
Develop and undertake evidence -based analysis and studies related to NRM and climate change adaption to inform project activities and contribute to broader GCC database and polices
Aggressively work with local community, particularly livelihood and other project staff
Establish working linage with regional research centers, private sector farmer groups, and extension system for an effective linkage and assist in the identification of action research agendas and their implementation.
Liaises and communicates with partners at regional level and other development programs for sharing of lessons, ideas and creation of complementarity
Ensure the project is in line with priorities of the regional government
Oversee assessments of communal land rights and customary practice in pastoral and agro-pastoral areas and best practices for protection of communal land rights in pastoral areas included in land Activities.
Assist development, organization and facilitation of a series of stakeholder workshops in selected pastoral areas to identify challenges and opportunities for linking pastoral communities to value chain opportunities.
Work with international consultant to develop a best options brief that discusses best practices and provides recommendations to address legal pluralism and highlight innovative practices applicable in the Ethiopian context to incorporate customary practice in to the formal legal system.
Oversee design and implementation of a study to identify the scope of community organization already present in peasants Association Areas, issues and problems in dealing with community willingness and capabilities
Advice on customary and cultural practices that may impact NRM activities as well as dispute resolution mechanisms that may applied under its participatory mapping and land use planning activities.
Participate in data collection activities as described in the land monitoring and Evaluation plan to monitor and document progress made to implement Natural Recourse and project impact
Contribute to the development of and writing Natural Resource conservation Success stories and reports for the physical and virtual Library.
Undertake other related tasks as assigned by the COP.
Job Requirement
Education
MSc in environmental studies, natural resource Management, agriculture, livelihood or Development studies or related degree qualification.
Experience
Five years or more of progressively responsible work experience in technical areas of land management, natural resource management or climate Change adaption.
Required skills
Excellent analytical and interpersonal skills; knowledgeable of donor community, government development priorities and policies, ability to strategize project implementation, comfortable working with multi-disciplinary team
Excellent written and verbal communication skills in English. Proactive leader and team player.

Prior USAID project management experience , especially managing DRR program is highly desirable
