Project Concern International (PCI) is a non-government and non-profit international organization dedicated to preventing diseases, improving community health and promoting sustainable development worldwide. PCI is currently looking for highly qualified Woreda Disaster Risk Profile/D-Risk Advisor that fulfils the following requirements. The Disaster Risk Profile/D-Risk Advisor will be responsible for the provision of effective leadership in assessing, analyzing, documenting and sharing vulnerability trends, factors, root causes and strategies to address them. Tasks and Responsibilities:
Develops and/or customizes appropriate tools for and conducts vulnerability assessments and document Woreda Risk Profiles;
Trains project staff and relevant Woreda level employees on Disaster Risk analysis and development of appropriate mitigation and contingency plans;
Provides professional analysis and guidance to project staff and Woreda level government Early Warning and Response staff in developing and implementing appropriate mitigation and contingency plans that focus on building community resilience ;
Provision of strategic direction and overall guidance on Disaster Risk Reduction and Climate Change programming;
Ensure such efforts are well integrated with government’s guidelines and strategies as well as with other similar programs of other actors;
Ensure the integration and sue of satellite based information with disaster risk management efforts
Identify and promotes strategic partnerships among all stakeholders, government ministries, donors, international and national NGOs, and other international and regional professionals and institutions that deal with disaster risk reduction and climate change initiatives;
Assess PCI’s and partners’ capacity building needs and opportunities to improve current and future risk reduction programming;
Provide strategic guidance on the systematic synergies between short-term disaster risk reduction and long-term climate change management contributing to an integrated approach to vulnerability reduction in development projects and programmers.
Provide strategic guidance and technical support on DRR and Climate Change issues to the project implementation team of PCI-supported projects, and on ways to implement effective risk reduction activities on the ground;
Prepare project concepts, proposals and programme documents as per PCI requirements to reduce vulnerability to natural hazards through building community resilience and promotion of livelihood recovery practices at the local level;
Review national disaster management policies and strategies, acts and guidelines, as well as relevant PCI planning frameworks, USG Framework, Country Cooperation Framework and PCI Strategic Plan) to identify and spearhead strategic areas to influencing national policy development in mainstreaming disaster and climate risk management into the overall development strategy of the country;
Provide technical guidance to ongoing and upcoming PCI supported projects related to disaster and climate risk reduction and management;
Document, analyze and share field level experiences and lessons learned in disaster risk reduction and climate changes efforts;
Explore opportunities for cross learning with other country’s experiences within the region and outside and support PCI programme team and partners to be actively engaged in those kinds of learning and experience sharing events;
Engage with high level Disaster Risk profile related global and regional policy and programming discussions and research and support PCI DRRM programming;

Analytical skills to evaluate programs and projects and establish inter-relationship between poverty and disaster risks;
Excellent ability to quickly grasp and synthesize inputs from a range of disciplines related to natural disaster management;
Work experience of Asian context a familiarity with a multi-hazard country will be a strong asset;
Excellent networking skills;
Self-motivated, ability to work with minimum supervision;
Excellent communication and interpersonal skills, team oriented work style, interest and experience of working in multi-cultural environment.
Education:
Masters degree in disciplines such as disaster management, risk reduction, environmental management, climate change earth sciences, social sciences, urban, regional planning or any other related field.
Experience:
At least 8 years of experience with Masters in disaster management, vulnerability reduction or a related field with at least 4 years in programme management and coordination function;
At least 7 years of experience directly related to disaster risk management issues in national or international level;
Proven experience in design of Disaster Risk Management and Climate Risk Reduction programming with visible impacts on enhanced resilience;
Past experience in working with the USAID in particular would be an advantage.
