Project Concern International (PCI) a non-government and non-profit international organization dedicated to preventing diseases, improving community health and promoting sustainable development worldwide. PCI is currently looking for highly qualified Monitoring and Evaluation Officer who fulfils the following requirements. The Monitoring and Evaluation Officer will be responsible for the provision of effective leadership in strategic planning, implementation and quality reporting of the project.
JOB SUMMARY: The purpose of the Monitoring and Evaluation officer Position is to monitor functions of the Revive project through collection, compilation and analysis of data as well as establishing appropriate information systems for the project. She/he leads and coordinates woreda level regular qualitative and quantitative assessments and surveys as per the guidelines.
RESPONSIBILITIES AND TASKS:
Monitoring, Evaluation and Reporting
Conducts regular field monitoring for PCI-Ethiopia projects in different woredas;
Organizes participatory monitoring events along with the facilitators and team leaders, partners and communities;
Compiles regular field monitoring report including lessons and provide feed back for the project and his/her supervisor;
Participates in the regular evaluation and other assessment events and share outcomes of assessments and evaluations widely with Woreda REVIVE task forces, field offices and the head office;
Participates on project performance review meeting at Woreda level as required;
Closely works with the Head Office Monitoring and Evaluation Manager, staff and partners to promote participatory monitoring and evaluation systems and reflective practices;
Collects and provides information and technical support in the preparation of quarterly or biannual woreda level reports;
Assist partners and woredas to establish/strengthen livelihood data gathering, analysis and dissemination system and facilitate field data collection, surveys and assessment;
Assists woreda and field office to monitor Project REVIVE situation with partners in a timely and informative manner.
Early Warning
Works with Woreda Early Warning office, if any, to identify major constraints and possible solutions to improve the woreda preparedness and response capacity;
Supports the production of monthly situation updates with a better predicting and early warning ability;
Participates in woreda level emergency needs assessments;
Supports zonal or regional level initiated need based assessments
Networks with other agencies and organizations in accessing relevant information which alerts Woreda and PCI-Ethiopia on key food/livelihood security issues;
Supports and provide capacity building activities for woreda level partners in early warning and preparedness data collection, analysis, compilation, reporting and dissemination.
Information Management Support
Develops database for project information on resources, program activities and beneficiaries;
Ensures effectiveness and adequacy of systems to track flow of information on inputs utilization and programme participation, including the process of beneficiary selection and project prioritization;
Provides information management support to action research initiatives being conducted in the project areas;
Support and build the capacity of implementing partners in all M&E maters
Share up to date data and information to pertinent offices on quarterly basis when approved;
Reviews and revise project M&E plan and indicators as required;
Maintains minimum set of reference materials at the project level in the field office;
Up date the projects information on monthly basis.
Performs other duties as assigned.
Job Requirement
EDUCATION/TRAINING Required:
BSc in social science and statistics, Economics, population studies etc or other related fields.
Desired
Knowledge of statistical software or other data tracking software.
EXPERIENCE: Required:
5 years in similar position.
Desired:
NGO experience.
TECHNICAL SKILLS
Required:
Highly organized, attention to detail and analytical skill;
Computer skill particularly Microsoft Word, Excel, Power Point;
Good oral and written communication and interpersonal skill;
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability;
Proficiency in English, both verbal and written.
Desired:
Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic PME and research tools;
