Our organization works in program areas of Food security, Rural water supply and sanitation, pastoralist development, and different emergency programs.

Overview of the Post
The Water Facility Project Officer position is a team-leader position with administrataive, management and technical responsibilities. The incumbent will be responsible for the overall coordination, planning and implementation of the project entitled ‘Improving Access to Water for Health Centers in SNNPR’ which is a 15 months project funded by Irish Aid. He/she will be the officer-in-charge for Intermon Oxfam’s project offices in selected zones in SNNPR. The specific nature of this project requires a 70% travel within the operational areas.
Responsibilities
Administrative and management:
Facilitate project operational agreement signing with regional line bureaus.
Facilitate shared office spaces at health department offices in all selected zones
Commmunicate line bureaus and stakeholders through reports and letters for support and follow up as agreed and as needed
Prepare monthly, quarterly, biannual and project completion reports according to the needs of each individual stakeholder (donor, and regional, zone and woreda authorities)
Facilitate terminal project evaluation with government authorities
Manage the water and/or sanitation technical team under their responsibility. Skills-raising by training and/or coaching of the personnel under their responsibility.
Ensure that there is good financial management practice in the office including proper planning, management, follow-up and reporting of budget as per internal financial procedures and in collaboration with finance and logistics assistant
Plan movements and organize field trips to project sites in collaboration with field staff and manage proper utilization of project rented vehilce
Follow security situation for smooth program implementation in the operational areas.
Lead the planning, purchase, transport and handling of office equipment and materials and planning of their return and disposal upon completion of project in strict adherence to organizational procedures
Represent Intermon Oxfam at regional level GO-NGO and other coordination fora in communication with the head of programs
Technical:
Facilitate participatory selection of operational woredas within the prioritized zones
Facilitate a participatory project detail implementation plan (DIP) in the selected woredas
Organize technical feasiblity study team from regional, zone and woreda line offices and lead the overall process to produce a quality study and design document that will inform design options alternatives with costs and other recommendations
Facilitate a participatory prioritization of health centers for implementation in based on agreed criteria and the study document in collaboration with zone and woreda line offices
Organize and conduct a baseline and endline surveys in collaboration with government authorities, head office staff and individual consultants
Be responsible for overall supervision and contract administration of construction undertakings
Facilitate the assignment/selection and conduct the training of water caretakers who will be responsible for operating and maintaining water facilities in the health centers.
Facilitate timely procurement, distribution and handing over of initial stock of spare parts for water facilities in collaboration with project logs and admin assistant and with head office logistics unit
Ensure all cross cutting and thematic issues explained in the project document are properly addressed during the project planning and implementation stages
Collect primary and secondary data (as needed) that will be used for future WASH programming in the region
Co-ordination, communication and networking:
Represent the project in regional, zonal and woreda level platforms in communication with the WASH Coordinator.
Liaise with other likeminded actors so to avoid duplication of efforts and to understand and adapt lessons and good practices
Facilitate joint monitoring of progress through project review workshops and visits
Organize project launching workshop
Job Requirement
Required:
B.Sc degree in Hydraulics Engineering, Water Resources Engineering, Civil Engineering, or any other related fields
At least 3 years experience in project management including staff, budget, logistics and contract management roles ideally in NGO setting
Strong report writing skills
Sound understanding of project cycle management
Experience in identifying, designing and construction of drinking water supply schemes
Experience conducting workshops, trainings on specific field of specialization for various audiences including communities
Proficiency with AutoCAD software and GPS instrument
Willingness to be based in Hawassa with a 70% travel to the field sites
Desired:
Sound understanding with the current WASH context in Ethiopia
Experience in institutional WASH projects
Five years and above
Experience with institutional donors
Experience in the SNNP Region
Knowledge of other graphic and design software: Water CAD, EpaNet
Experience in skills raising training
Experience in KAP surveys, and sound understanding of sanitation and hygiene components of WASH as a sector
