The food security and livelihoods officer will be in charge food security and livelihoods (FSL) programs at the country level. S/he will work closely with the Food security and livelihood team at the country and field level and with implementing partners. S/he will be under direct supervision and authority of the food security and livelihoods program coordinator.
General Objectives
§ Participate in the monitoring and the analysis of the Food Security and Livelihoods (FSL) situation at the national level in collaboration with the FSL coordinator and partner organizations.
§ Contribute to the development of FSL strategy at the national level in collaboration with the FSL coordinator and partners.
§ Contribute the assessment, design, implementation, monitoring and evaluation of FSL programme at national and local level.
§ Work with partner organization in programs related to FSL
§ In case of emergency, actively contribute to the FSL humanitarian response both at national and local level through direct implementation or working with partners.
Other:
§ Be available to travel to the fields up to 50% of the time.
§ Replace the FSL Coordinator in his absence.
Responsibilities/jobs
1. FSL Program
§ Assist the FSL Coordinator in the supervision and evaluation of all the field assessments (baseline, end line, market chain, value chain, EMMA, etc.) in preparation and follow-up of FSL activities. When needed, go to the field in this prospect.
§ Contribute actively to the preparation of the FSL detailed project proposals, making sure they are in line with the national strategy of the country and Oxfam (including HALSAP) and integrated with WaSH projects.
§ Participate in supervision of the FSL projects implementation (giving technical recommendations) and ensure that it meets both OI quality requirement and International standard standards such as sphere, LEGS etc...
§ Contribute actively to national and global learning, advocacy and programme development.
§ Specifically contribute to the market linkage of small holder farmers, multipurpose cooperatives and unions to national and international markets, financial institutions and others based on the need and appropriateness.
§ Definition of a marketing strategy for programs requiring market linkage, and coordination with existing stakeholders and privet sectors.
§ Designing of business plan, and capacity-building in entrepreneurship for programs having business component
2. Human Resources
§ Coach the FSL team of Oxfam and partners at the field level
§ Capacity building of OI and partner staffs both at national level and the field
§ Participate in the recruitment of filed technical staffs
§ Develop JDs for field technical staffs in collaboration with HR department
3. Coordination and communication
§ Contribute to the weekly activity plan. Follow its implementation, monitoring the quality of the work.
§ Contribute to the integration of FSL and WASH programs through joint assessments and work plan development, as well as common projects monitoring and MEAL process.
§ Ensure good coordination between the FSL and other departments: Logistics, Finance and HR.
§ Provide technical inputs to the procurement process for food security and livelihood activities
§ Contribute to the preparation of the FSL reports, both internal and external (for donors and/or authorities).
§ When needed, replace the FSL Coordinator in the coordination mechanisms with the other Oxfam affiliates (SMS process), the relief community (OCHA coordination meetings, FSL clusters, etc.) and the authorities.
§ Represent OI during the external meetings.
§ Contribute in a proactive manner to the communication with donors.
§ Cary out stakeholder analysis to identify possible partners and/or their gaps.
§ Work with privet sector such as big traders and financial institutions for sustainable trade link of small holder farmers
Compulsory Qualifications
· Bachelor’s degree or MSc in Economics, Business, Agricultural economics, Agricultural marketing, Agronomy, Livestock, Management, Rural Development and Marketing and other related fields.
