~~ORGANIZATIONAL DESCRIPTION:
The IRC is a Non-Governmental humanitarian organization working world wide to serve refugees and communities victimized by oppression, natural disaster and violent conflict. The IRC has been working in Ethiopia since 2000 and is currently working in six regions including the Gambella Regional State where it started operations in 2011.
PROGRAM BACKGROUND:
The health sector in Ethiopia currently implements activities in three distinct settings: A refugee health program that is involved in delivery of community based reproductive health services in 7 refugee camps as well as HIV/AIDS prevention activities in 8 refugee camps; and a child survival community based treatment program in the Somali, Benishangul-Gumuz and Gambella regions . This is tied along with community surveillance for measles, tetanus and polio in the same regions and also Emergence Response Mechanism (ERM). In the coming months the health sector is looking to expand service delivery to the indigenous population in under-served regions of Ethiopia.
SCOPE/JOB PURPOSE:
The Senior Health Officer in Gambella will be responsible for all iCCM, immunization/surveillance and other health related activities that IRC is committed to conduct, sector reporting, and the accuracy of reported data and for a cordial and constructive coordination with the other actors in the sector, especially the health facility staff, Woreda Health Office staff, Zonal Health Department and Regional Health Bureau staff.
RESPONSIBILITIES:
Technical
• Support the goals and objectives of the iCCM, Immunization projects by working with other team members and stakeholders to develop and implement work plans that strengthen health projects in the intervention area
• Together with health manager and other health staff member, ensure iCCM project, community-based surveillance, community awareness, immunization and other health related programs are correctly implemented and are in high quality and are based on standard protocol and best practices
• Ensure that the capacity of targeted health office, health facilities and health service providers in IRC targets of Gambella regional state built
• Work closely with Woreda health offices and health facilities for implementing the project activities such as supportive supervision, collecting and analyzing data, providing feedback, and capacity building.
• Together with health manager, provide technical support for the IRC CCM officers, immunization officers and government health service providers in the project areas
• Conduct workshops, trainings and presentations on iCCM, immunization and other health related issues for health extension workers and health facility workers
• Assist the health manager in coordinating and communicating with partners working in the region and track their activities and inputs so as to assist in interpreting project results
• Together with health manager and data management officer, routinely collect, compile and organize data from monitoring and supervision activities and translate data into graphics, presentations and reports that can be used by project staff and shared with RHB, Zone Health desk and other partners.
• Assure adherence to IRC’s standards for program management and technical quality
• Participate in technical meetings, team meetings and periodic team building exercises
Program Management
• Grants management – Assist the health manager in monitoring and appropriately spending the budget, monitoring spending plans and budget variance statements for the grant
• Assist the health manager in the management and oversight of grants under health program
Budget Monitoring
• The Senior Health Officer is responsible for budget monitoring using the IRC standard formats
Monitoring & Evaluation
• Develop donor reports in collaboration with health manager, Officers, filed manager and Addis programs and health teams
• Together with health manager monitor and evaluate the activities of the CCM officers and immunization officer who are based at the Woreda’s
• Together with health manager and other staff member, ensure that the stated goals and objectives of the program are met
• Maintain HMIS data and provide monthly activity reports to Data Management Officer for input into the database at Gambella field office, and other concerned bodies like the RHB/Zonal and Woreda Health Offices
• Oversee data collection and management by IRC staff.
Human Resource Management
• Manage and over see the activities of the CCM officers and immunization officers
• Undertake timely performance reviews of all staff under his/her supervision
• Use discriminatory approach to conduct supportive supervision for the subordinates
• Build capacity of staff under supervision based on the identified gaps during through trainings and supportive supervision
OTHER DUTIES
• Any other relevant activities or duties as deemed by the Field Manager
Key Working Relationships
Internal
o Work with CCM officers, immunization officers, Data management officer, BCC officer, health Manager, Field Manager, Admin, Finance and logistics.
External
o Work with HEWs, HEW supervisors, HEW focal persons, RHB and Woreda health staff
o S/he is expected to collaborate with all other stakeholders
o The Senior Health Officer will liaise with government officials at regional, zonal level and Woreda health office staff and with other concerned organizations to ensure smooth communication and work collaboration.
~~Requirements:
• B.Sc. Degree in Nursing, Health Officer, or Public Health with a minimum of four year work experience or College Diploma with a minimum of six years work experience.
• A relevant post graduate degree with two years experience, and child health experience is an essential requirement
• Experience in community IMNCI or iCCM and immunization program is essential including training and supervisory skills
• Practical experience in managing team of health workers at project site
• NGO experience is plus.

• Good project management skills; ability to plan, organizes, and supervises implementation of community-based health projects
• Strong managerial, organizational, and problem-solving skills
• Skills and experience in finance management
• Excellent analytical and report writing skills
• Experience of training at Local Government, NGO and community level is essential
• Demonstrated skill in identifying and developing creative, innovative and cutting-edge solutions for existing program challenges
• Excellent communication skills, organizational skills and the ability to work in a team
• Fluent spoken and writing English
