Job Purpose The International Rescue Committee (IRC) seeks an experienced Program Officer to implement programming for adolescent girls in various refugee camps as part of a new three year program in three refugee camps in Benishangul-Gumuz, Ethiopia. Supported by DFID, this program entitled, Creating a Space, Raising a Voice: Protecting and Empowering Adolescent Girls in Humanitarian Contexts is designed to equip adolescent girls in Sherkole, Bambasi and Tongo refugee camps between the ages of 10 and 19, with the skills and experiences necessary to make healthy, strategic life choices as well as promote the safety, prevention of and response to violence against adolescent girls. The approach recognizes that girls can only reach their full potential – to be healthy, happy, productive, and thus contributing members of their communities - if they are both free from violence and the fear of violence.
Through Creating a Space, Raising a Voice ! in the refugee context of Benishangul- Gumuz, IRC will identify, acknowledge, and respond to the vulnerabilities of adolescent girls by establishing a foundation for their healthy transition into adulthood in humanitarian crises and achieve the following results:
Develop girls’ assets so that they can protect themselves from violence and respond to threats or incidents of violence
Train service providers (e.g. health, education, case management, psycho-social) so they have increased capacity to provide safe, girl-friendly life-saving services
Raise awareness about services and the need to refer survivor adolescent girls as well as train families and influential people in girls’ lives so they develop improved attitudes, knowledge and skills to promote and protect girls from violence
The project will also include a rigorous impact evaluation that will contribute to the evidence base for improved prevention and response to violence against adolescent girls in humanitarian settings. At the end of three years, the IRC will share findings with relevant stakeholders to replicate best practices, shape policy, and drive further innovation.
SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES Under the Community Wellbeing Initiative (CWI) and in close coordination with Child and Youth Protection and Development (CYPD) sectors, the Program Officer will oversee the implementation of activities in Sherkole refugee camp for the Creating a Space, Raising a Voice program and supervision of refugee community mentors under the supervision of the Camp Manager/ CWI Adolescent Girls Programming Manager.
DETAILED RESPONSIBILITIES AND TASKS
The Program Officer will report to the Camp Manager based in the camp and receive technical assistance from the CWI and CYPD technical teams to ensure program implementation is coordinated to address the holistic needs of adolescent girls, uphold program quality and ensure adherence to work plan.
KEY RESPONSIBILITIES
Program Implementation
Work with IRC CWI Officers in camp to collaborate on activities aligned with the prevention and response to Gender Based Violence and social networking activities in the Women and Girls Wellness Centers (WGWCs) in each refugee camp
Schedule for convenient times for adolescent girls to meet in the safe spaces
Direct the program and research activities with mentors and adolescent girls in the safe spaces in the camp in coordination with the CWI Manager and CWI Adolescent Girl Programming Manager in Assosa and other CWI Officers in the refugee camp
Oversee the caregiver discussions series groups
Provide support and empowerment to adolescent girls and families; refer to services according to the GBV referral pathway
Coordinate the scheduling of trainings for all service providers in the refugee camp
Coordinate with IRC departments to meet HR, finance and logistical needs of the program, including the hiring of staff, development of safe spaces for adolescent girls, and procurement of program materials
Prepare weekly, monthly and 3 month work plans, activity, spending and procurement plans
Manage the DFID budget for the refugee camp
Work with program staff to develop and ensure monitoring and evaluation systems are in place to demonstrate program impact and guide implementation of the adolescent girls program.
Liaise with IRC’s research partner and technical staff. Participate in regular phone calls and provide email and phone updates to the IRC technical unit.
Design, implement, and supervise awareness activities about the Adolescent Girls Program for community outreach
Collect data for internal and external donor reports, Compile monthly reports and submit to CWI Manager, in collaboration with CWI officers
Take part in overall CWI activities in the refugee camp and in safe spaces including trainings, mass awareness campaigns and other activities to align program objectives
Any other similar tasks assigned by the Camp Manager, CWI Managers and CWI Coordinator.
Training and capacity building
Train mentors on program content for developing the life skills and financial literacy of adolescent girls and working with caregivers to help them better understand and prioritize the wellbeing of girls in their lives.
Train and support caregivers through the parent discussion series
Train and support IRC staff and mentors on approaches and tools to work effectively with adolescent girls, caregivers and the community.
Provide training to build health, education and psychosocial service provider’s capacity to care for adolescent girls who experience gender-based violence.
Collaborate with all CWI trainings and capacity building efforts
Research, evaluation, and learning
Implement research activities and ensure deliverables in coordination with the CWI Research Manager and Officer in a timely manner
Ensure research is carried out according to ethical principles set forth in the IRB and internationally
Inform the CWI Research Manager and CWI Manager (Adolescent Girls) of the contextual challenges and obstacles on the ground to inform research design and implementation.
Human Resource Management
Provide ongoing supervision, leadership, training, technical support and guidance to mentors, adolescent girls and caregivers
Ensure staff adhere to best practices when working with adolescent girls and GBV survivors
Oversee recruitment of mentors and staff for the Adolescent Girl Program in conjunction with the CWI Managers
Representation and Coordination
Coordinate and develop effective working relationships with key stakeholders, including IRC CWI, NGO implementing partners (Save the Children), UNHCR and the Administration of Refugee and Returnee Affairs (ARRA)
Participate in cross-sectoral coordination as it relates to the program
Coordinate with referral pathway partners with adherence to Standard Operating Procedures for GBV
Job Requirement
QUALIFICATION AND EXPERIENCE:
Diploma or Degree in Psychology, Sociology, Teaching, Child development, Social Work, Public Health, Nursing, Women’s Studies, Diploma with 6 years of related field experience or Degree with 4 years work experience.
NGO experience is desired
Experience working with adolescent girls and counseling of GBV survivors
Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
Able to maintain medical ethics, confidentiality and respect for client at all times
Experience in participatory techniques and community mobilization
Ability to lead, train, facilitate and motivate others in their respective tasks in a professional, respectful and supportive manner.
Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, able to coordinate multiple tasks and maintain attention to detail.
Ability to work as a member of a team is essential
Ability to communicate well in English (written and verbal communication); Arabic is desired
Possess interest and commitment to human rights and gender equality.
Must be computer literate including Microsoft word, excel, and power-point.
